In order to pursue El Sueno and complete the final mission of the main campaign in Tom Clancy's Ghost Recon: Wildlands , you need to have defeated at least two of the main Santa Blanca cartel bosses. You can't initiate the mission for El Sueno until you have done so. You can eliminate any of the four main on the Santa Blanca cartel network in any order you please.

Chasing el sueno.
You're ultimate target throughout the entire game is the boss of bosses for the Santa Blanca Cartel, El Sueno. Once you have defeated at two of his main underlings on your cartel overview grid, you can initiate the mission to take him down.
When you begin the mission, you'll have to go to a marked location on your map that is the meeting spot with a rebel leader. When you get there however, you'll see a dead body on the ground that you'll have to identify.
After doing so, you'll have a short dialogue and will then have to move to a new location marked on your map. Call in a helicopter or grab a car and head over to your new destination.
When you finally arrive, enter the building on your map and you'll watch a short cutscene. After the cutscene is done, you'll have to head to the large mausoleum in the center of the region, however the Rebel forces have turned on you and will begin attacking. A large number of Rebel forces will converge on your position as you try to leave the area.
You won't be able to call for any vehicle drops when this happens and you will be given a 10 minute time limit. You have to reach your destination before the time runs out, otherwise you'll fail the mission and will have to start over. Look for a nearby armored car you can jump into and begin speeding out of the area. You'll have to head towards mausoleum marked on your map.
The drive will be a bit longer than normal and you'll be constantly chased by Rebel forces along the way.
Your teammates should be be able to use the turret atop the armored car you're driving, if you managed to grab one from earlier, but if not you'll have to retreat away from Rebel forces while driving to the mausoleum.
Entering the Mausoleum
Once you drive to your destination and avoid the Rebel forces chasing you, your next objective is to enter the mausoleum where El Sueno is located. While you don't need to utilize stealth to enter the area, it is recommended for clearing out the initial wave of enemies on the ground as you make your way into the area.
The mausoleum is located atop a long hill, with guards stationed all over the area in lare groups. If you're spotted by anyone and alert the area, you'll not only have to fight the forces on the ground, but will also have to deal with enemy helicopters that appear. If you want to avoid this, careful move up the hill and take out enemies ahead of you as you climb.
You can use your drone to mark off enemies within the vacinity to make moving forward easier, as well as use Sync shot with you teammates to take down enemies faster. With each small hill you progress through, you'll have small buildings places around the sides of the path that leads upward.
The path will zig-zag up as you get closer to the mausoleum. Use the small buildings and structures for cover when trying to avoid detection and enemy fire.
If you're spotted and alerted the area, the helicopters that appear will be able to fire down at you regardless of where you hide for cover, so keep moving if you want to avoid being gunned down.
Keep moving up the hill and stairways you see as you progress through the area. You'll move higher up the area towards your destination. There will be a number of enemy tents you see closer to the inner part of the region, which you can use as cover to avoid enemies.
There will be towers with snipers postioned on top, looking down onto the pathway below. These snipers can spot you from afar if you aren't careful while moving around, so take them out with long ranged weapons or sync shot with your squad mates before moving up ahead.
Keep moving along the way towards the maker on your map and eventually you'll enter the inner section near the mausoleum.
You'll see a long stairway that leads up to a path that goes straight to the front door of the mausoleum. YOu'll need to enter there in order to complete the mission. If you are having trouble eliminating enemies that are shooting you while moving up this stairway, you can find an enemy vehicle, usually a truck, nearby that you can enter and drive up the path to avoid some of the gun fire.
By this point of the mission, it'll be much more difficult to stay hidden since there isn't much cover around the area. Use your grenades and heaby weapons as needed to clear out enemies that are positioned near the front door of the mausoleum.
The groups of enemies along the path will be very aggressive. Kil them as you progress forward and go up to the door marked on your map. Enter the mausoleum door and you'll watch the final cutscene of the mission and complete the main campaign.
