What Is Phantom Liberty?

Phantom Liberty is a meaty addition to the base game, which had you running around the Night City underworld and altering your body in all kinds of cybernetic ways. In the upcoming expansion, you still play as V, but you get to explore a new area called Dogtown. You also have access to an arsenal of new weapons, redesigned cyberware augmentations, a new skill tree, plus new perks and vehicles. The police response has been revamped, and they’ve added vehicular combat.

The developers are pitching Phantom Liberty as a spy-thriller adventure. Story-wise, V joins on as a government secret agent under the supervision of Solomon Reed, played by Idris Elba. You’re sent on a mission to rescue the NUS president. This means you have to make alliances with various dangerous parties in Dogville and complete missions for them.

Even if you don’t purchase Phantom Liberty, the base game is also getting updated with some of the 2.0 features.

Going Hands-on With Cyberpunk 2077: Phantom Liberty 

Introduced by one Keanu Reeves, Xbox Games Showcase just brought us a new look at Cyberpunk 2077: Phantom Liberty , an enormous new expansion coming to Xbox Series X|S on September 26. I was lucky enough to go hands-on with Phantom Liberty in a rip-roaring half-hour of first gameplay. 

But let’s set things up: V, still stricken with a Relic chip slowly eating him away, is whipped into a conspiracy, with shadowy elements of the (all-new) Pacifica Combat Zone vying to kill off the President of the New United States. V’s guided by a new character, Songbird, who appears to have as much access to his head as Johnny Silverhand, phasing in and out of view as she helps him. CD Projekt Red has promised a full spy-thriller in Phantom Liberty , and the glimpse I got doubles down on that. 

Beginning with Songbird helping V to reach a roof in the Dogtown area, the demo is rife with moments of pure action cinema – a dramatic crash as the President’s personal plane (Space Force One, perhaps?) is shot down on its way out of orbit and careens inches above your head, a pitched battle between robotic guards and would-be assassins, and ends just as you convince the President you’re there to save her… and immediately get engulfed in an explosion. It’s a demo that sets this expansion’s stall out – Phantom Liberty will be all-action, swapping Cyberpunk ’s moodier moments to become an all-out thriller. 

I play as a tanky Solo, toting a shotgun, a devastating light machine gun that comes with the added bonus of setting my targets on fire, and a sledgehammer for those more… intimate moments. I’m immediately rewarded for my choice, being thrown into firefight after firefight (and making liberal  use of the Berserk mod my pre-built character comes equipped with). It’ll be interesting to return to these action set-pieces with my own Netrunner save – scattered cover will make for a lovely experiment in predator stealth. 

Between the gunplay, I get a look at Phantom Liberty ’s quieter moments, too. I pass through the Dogtown Black Market, a location that’s clearly learned from Cyberpunk ’s players that some of its greatest achievements lie in world-building. The Market is a wonder of dingy chic, packed with chattering, gleaming NPCs, lit gorgeously, and stuffed with detail. Even speaking to the local weapons dealer offers meaningful interaction, as he shows off his mods, explains how he’s cyberkinetically connected to every piece he has on sale, and even gives me a demonstration of his elbow-mounted flamethrowers. 

It looks to offer a new side to the game’s already spectacular world – a darker, seemingly more dangerous location to test out your chosen brand of augmented damage dealing. I get less of a chance to see the changes the developers have made to the sandbox itself, but we’re promised new weapons, new cyberware, reworked police systems, and vehicle-to-vehicle combat. 

Conspicuously absent from my demo is Solomon Reed, a new character played by Idris Elba. It’s a wonderful show of confidence – CD Projekt Red is clearly content to show off its expansion on its own merits as a game, not just as a vehicle for its latest Hollywood star. From the little I’ve played, that decision is validated – this is a very new side to Cyberpunk 2077 , and I’m eager to see more of what it has to offer.

Cyberpunk 2077: Phantom Liberty expansion announced, coming in 2023 to Xbox Series X|S, PC, and PS5

• CD Projekt RED announced Cyberpunk 2077: Phantom Liberty, an expansion for the game that's focused on the New United States of America. 
• Cyberpunk 2077: Phantom Liberty is slated to launch at some point in 2023.
• Keanu Reeves is returning as Johnny Silverhand. 
• Cyberpunk 2077: Phantom Liberty is not coming to last-generation consoles and will instead be released only on Xbox Series X|S, PC, and PS5. 

Cyberpunk 2077 has come a long way since it first launched, but the road isn't done yet. 

CD Projekt RED revealed Cyberpunk 2077: Phantom Liberty on Tuesday, an expansion for the game that was previously delayed into 2023. Phantom Liberty is an expansion that's focused on player character V joining the New United States of America. You can take a look at the reveal teaser trailer for the expansion below:

Little else is known, though CD Projekt RED did share that Keanu Reeves, who performed Johnny Silverhand in the base game, will also be returning for this expansion. 

As part of the announcement, CD Projekt RED also confirmed that Cyberpunk 2077 patch 1.6 will be the last patch for the game on last-generation console hardware. As a result, this expansion will not be released on Xbox One or PS4, and is coming exclusively to Xbox Series X|S , PC, and PS5 .

When Cyberpunk 2077 first launched, many elements of the game were praised such as the visuals and character writing, while others were heavily criticized, as players found it to be an unpolished experience with severe crashes and bugs, especially on last-generation consoles, as well as criticism direction at perceived stereotypes in the presentation. 

Cyberpunk 2077 has gone on to sell over 18 million copies since launch, with numerous patches and a dedicated upgrade for Xbox Series X|S and PS5. Outside of the world of Cyberpunk, CD Projekt RED is also working on other projects, such as the next Witcher game , which is currently in very early development using Unreal Engine 5.

Players can become V in Cyberpunk 2077, a mercenary drawn into a vast conspiracy when they discover a terrifying secret and their life is put on the line. It's come a long way since launch, but many criticisms remain.

Phantom Liberty is a new forthcoming addition to Cyberpunk 2077 . It will feature a spy-thriller story set in a whole new area of Night City . As V, take on an impossible mission of espionage and survival. With new skills, new weapons and new tech, plunge deep into a web of broken loyalties and political power plays.

How to preload Cyberpunk 2077: Phantom Liberty

Preparing for Phantom Liberty.

The Phantom Liberty DLC for CD Projekt Red’s sci-fi RPG Cyberpunk 2077 is almost upon us, with the expansion officially releasing on Tuesday, Sept. 26. If you are looking forward to getting stuck into the new district of Dogtown or you’re excited to meet Idris Elba in the DLC (why wouldn’t you be?), then you will want to get the expansion preloaded if you can.

With this in mind, let’s have a look at whether you can preload on certain platforms and—if so—how you can preload the Phantom Liberty DLC.

Can I preload Cyberpunk 2077: Phantom Liberty on PS5?

On Sept. 21, CD Projekt RED said “If you purchased the Cyberpunk 2077 + Phantom Liberty bundle, to download Phantom Liberty claim it from the PlayStation Store by pressing ‘download’ once the game releases at midnight local time. We apologize for the lack of a pre-load.”

This is sure to be a bummer for PlayStation players who were hoping to get the game downloaded and ready to go before the official midnight release, but some users are claiming they already have the game preloaded and were able to do so as of Sept. 24. It might be that the game was available for preload beforehand, but those who didn’t get it loaded before today are now not able to do so. 

If you are planning on playing on PS5 and have preordered, you can always go into your game library or to the digital store page for Phantom Liberty and see if preloading is still possible for you by pressing the download button. If not, then at least you don’t have much longer to wait. 

For those playing on Xbox, there are currently no issues with preloading the Phantom Liberty DLC, with the preload being available as of yesterday at the time of writing (Sept. 24). Head into your game library if you have pre-ordered, or the store page, and hit that download button to start preloading

Sorry PC players, but there isn’t currently an option for you to preload the Phantom Liberty DLC as of yet. With the release date coming up so soon, it is unlikely that you are going to be able to. The file size of the expansion isn’t quite as big as on consoles though, so it shouldn’t take as long to get it downloaded once the expansion releases. 

Now that you have all the information that you need on preloading the DLC for Cyberpunk 2077, let’s have a look at the file sizes for each platform so that you can get an idea as to how long it will take to install. 

• Playstation 5: 33GB

If you are a PS5 player who has already started the preload for Phantom Liberty —or who preloaded it as soon as it became available to do so at midnight on Sept. 24—then you are likely going to be relieved that you managed to get it done before the current issues affecting the PS5 preload kicked it.

At least you had that option to begin with, unlike the poor, neglected PC players. If you are able to, get preloading so that you can dive into Phantom Liberty as soon as possible.

Cyberpunk 2077 Phantom Liberty Skips Last-Gen, Still On Stadia

Phantom Liberty might not be coming out on PS4 or Xbox One but at least Stadia players will get to see Johnny Silverhand again.

After the long-awaited Cyberpunk 2077 DLC was announced yesterday it has now been confirmed that, while the expansion won’t be coming to PlayStation 4 or Xbox One, it will be coming to Google Stadia .

A lot was shown during CD Projekt Red’s Night City Wire stream yesterday, including clips of the upcoming Studio Trigger anime, Cyberpunk Edgerunners, a quality-of-life patch for 2077 on all platforms, and a Witcher mobile game staring Roach. Despite all that, the highlight of the show was a short trailer for Cyberpunk’s first and only major story expansion, Phantom Liberty .

Even with all that excitement, several of the announcements made during the livestream left fans feeling somewhat sour. Namely, the confirmation that Phantom Liberty will not arrive on last-gen consoles at any point. As reported by Stadia Source , despite now not being planned for several consoles, CD Projekt Red has confirmed that the overlooked Google Stadia version of Cyberpunk 2077 will be getting the paid expansion.

This comes as a surprise considering the game originally launched on PS4, Xbox One, and Stadia alongside PC, with DLC being promised for those platforms. It is a small win for the once-promising streaming service as it hasn't seen much third-party support of late and Google shuttered its in-house development in 2021 .

This news does make some sense however as, even though Stadia may not have become a staple of the gaming landscape as Google might have hoped, it was known for providing the least buggy way to play Cyberpunk at launch, not counting the PC release.

While cloud gaming is still not the most popular way to play triple-A releases, the Stadia version of Cyberpunk 2077 was praised for its performance, likely because Google’s version of the game was able to tap into the power of servers move equivalent to modern PCs than the aging PS4 and Xbox One. The stability of this version did not seem to benefit the Stadia version’s sales if the nervous laughter of CD Projekt Red CEO, Adam Kiciński, during the company’s 2020 earnings call is anything to go by.

CD Projekt Red has revealed a new collection box for Cyberpunk 2077 Phantom Liberty lovers. Fans received the first and last expansion for the sci-fi world of Cyberpunk 2077 well. Now, players can get a new set of physical items, inspired by Phantom Liberty, to add to their collection.

Right off the bat, it is important to note that this collection does not include the Phantom Liberty expansion, or the base Cyberpunk 2077 game. It is a pure collector’s edition release where you get various items such as an 11.14-inch statue of Solomon Reed (Idris Elba) and Songbird.

The Cyberpunk 2077 Phantom Liberty Secret Agent Gear Collection comes in a magnetic-closure box and it also contains an authentic replica of the NUSA coin that President Myers passed on to V. In the game, this coin is given to NUSA agents.

There is also a blueprint lithograph, printed on metallic paper about Militech Chimera, a battle tank we see in Phantom Liberty. There is also a comic book in this collection called “Ten of Swords”, which provides more backstory for the characters in Phantom Liberty.

Cyberpunk 2077's new ending is its most heartbreaking, and worth returning for

Careful what you wish for

"I am most moved and always have been by stupid courage — the kind when, against all odds, the hero just keeps going," William Goldman once said. This is a thing Goldman I have in common. To help you tell us apart, a point of difference between Goldman and I is that he expressed his love of stupid courage by writing Butch Cassidy And The Sundance Kid, whereas I express mine by really liking Cyberpunk 2077 .

Stupid courage is a trait that CD Projekt Red's first-person RPG seems to admire, but that's never more clear than in a new ending to the base game added by the Phantom Liberty expansion. It shows what happens when the heroes reject stupid courage and choose self-centred pragmatism instead. Spoilers for Cyberpunk 2077 and Phantom Liberty throughout.

I already had my canonical ending to V’s story back in 2020, found among the six or so different endings Cyberpunk 2077 had at launch. Phantom Liberty’s story takes place before that ending happens, and nothing about your spy adventure with Idris Elba prevents you from later pursuing those original endings.

On the rare occasion that I replay a game, that’s normally exactly what I’d do. I might watch the alternate endings for a game on YouTube, to see what else I could have won, but if I’m in control myself I can’t help but repeat all the same choices. Anything else creates a gnawing sense that something is terribly wrong about reality, and I’m forced to reload a save to correct it.

Phantom Liberty has its own four distinct endings, governed by your choices, and I was satisfied with how my story went and happy to imagine my original Cyberpunk 2077 ending followed on from there. But journalistic curiosity demanded I try the new base game ending for myself. I’m glad I did.

Final warning: spoilers for Cyberpunk 2077’s many endings begin now.

Cyberpunk 2077 features a point of no return in which V goes to visit Hanako, the heiress to the Arasaka family business now under threat of assassination by her brother. How the game proceeds from that meeting is decided by V in conversation with Johnny Silverhand on a rooftop overlooking Night City.

You can assault Arasaka tower with Johnny alone, you can bring one of a selection of friends along to help depending on which missions you pursued earlier in the game, or you can end the entire thing then and there on that rooftop. Whatever you choose, the consequences are well-handled: from final phone calls to loved ones to explain your decision, to the sentimental chat with Johnny, to the cascade of consequences that can follow.

Cyberpunk 2077’s new ending bypasses these endings entirely: you don’t meet with Hanako, and you don’t assault Arasaka tower. Side with Idris Elba’s Solomon Reed at the very end of Phantom Liberty and hand over traitorous hacker Songbird to the FIA, and the government spooks will follow through on their offer of removing the chip in your head. The chip that’s killing you, and the one that contains the recreated Johnny Silverhand.

As choices go, this is lawful evil at best. Songbird is dying, too, and is desperate to escape the New United States government which wields her as a weapon. Handing her over is to doom her to a life of exploitation and to eventual death.

For that reason, it’s not the choice I made initially. I shot Idris Elba in the head and placed Songbird on a rocket to the moon, where people wait who can maybe cure her. I did this despite knowing that Songbird had lied when she initially suggested this cure was a two-person deal that could save me, too. As noted, I like stupid courage. Rescuing Songbird and killing Reed closed off one route towards V’s salvation, but I don’t think V would sacrifice someone in a similar position to herself, to save herself. I think she’d keep fighting.

If you choose differently from me and hand over Songbird, however, you unlock a new ending to the base game. This ending begins with Reed - now haunted by having handed Songbird over to the NUSA - telling you that the doctors are ready to operate on you. This operation turns out to have two major consequences.

First, it kills Johnny Silverhand.

If you’ve only played a little of Cyberpunk 2077 - or even if you’ve played a lot, frankly - this might not sound like a bad deal.

The relationship between V and Johnny begins, and can remain, antagonistic. V doesn’t appreciate the deadly invader in her brain, and Johnny was an asshole in life who hasn't been mellowed by decades trapped on a USB stick. He'll pop up during missions to comment on V's actions - which are, after all, your choices - and to tell you what he would do. What he would do varies, but it's normally rooted in a belief that people suck, coprorations suck worse, and the solution is to flip everyone the bird and - as he did in his life - try to Snake Plissken the lot.

He’s not necessarily someone you feel a lot of sympathy for, then. I’d argue that one of Cyberpunk 2077’s real strengths however is that it’s one of the few games with characters who have real arcs. The trick, I think, is to ignore Johnny’s advice for much of the game and instead approach Night City’s denizens with trust and kindness. Do this and Johnny will mock you, at first, but eventually he comes to respect your principles, and then to reflect on his own life. This culminates in a series of missions in which you help Johnny give closure to some of his old friends, and maybe make amends.

Believe me or not, suffice to say that by the end of sixty hours with Cyberpunk 2077, I felt like Johnny and I were buds, and not just because the in-game relationship meter had ticked upwards. Making the choice to kill him didn’t feel great.

Either way it's crushing , although I think the latter dialogue wins for pure devastation. Plenty of games end with heroic sacrifice, but far fewer end with the deeply unheroic sacrifice of another, and Johnny’s sadness and particularly his forgiveness ruined me. Stick “Row” by Jon Brion on repeat and go stare out a window for a while.

The next thing that happens is you wake up in a hospital bed with Solomon Reed waiting for you. He explains that the operation was successful - hooray, you’re no longer dying. Also it’s now 2079 and you’ve been in a coma for two years, and the damage to your nervous system caused by the operation means you can never use cyberware ever again. V’s old life is completely gone - and there’s no way to get it back.

To prove it, you call your old friends. Some are happy to hear you’re alive, but they didn’t put their lives on hold in case you miraculously returned from wherever you disappeared to for two years. Judy has left Night City, for example, and is now happily married in Pittsburgh.

I returned to Night City to see if Viktor could fix me, a trip that begins with a long drive in the back of a Delamain cab. You can look out the window at the changed city streets and listen to radio reports about which faction is up and which is down. It all amplifies the feeling of alienation from the city you once called home.

Viktor can’t fix you either. Worse, Viktor has changed, too, having been threatened by Night City’s political shifts and surrendered his business to one of the big corps. You can challenge him on this heel turn, but as he explains, he just didn’t see what was to be gained by continued resistance. Much like V, he chose pragmatism - and at this point who are you to judge.

Viktor wants to hang out with V, but your conversation is cut short by the arrival of a new merc, with her own preem mods that need repairs.

V’s journey in Cyberpunk 2077 is split between looking to extend her life and looking to build a legacy, and I think you could mistake this ending as a warning against over-prioritising the former. I don’t think it is, though. Siding with the FIA means V is forgotten by Night City, but the real price you pay for pragmatism is that V is left behind by her friends. It feels like a warning against selfishness rather than an argument that it's better to burn out than fade away.

Then V gets beaten up, not by hyper-modded criminal masterminds, but by some petty street thugs outside Viktor’s shop. Without cyberware, V has no way to defend herself anymore.

At this point, this ending feels like It’s A Wonderful Life’s second act only it's not a dream, or Shawshank Redemption’s double-secret original ending where Andy dies in a pipe full of shit. I really wished Johnny Silverhand would appear and insult me.

Cyberpunk 2077 is about people who are doomed, but it's never so nihilistic as to end things at their lowest. Battered unconscious in an alleyway by those thugs, V is again woken to find an old friend standing over her. It’s Misty, Jackie’s girlfriend.

As one of Cyberpunk 2077’s few characters without mods, Misty is uniquely placed to understand V's new life. She gives V a talk about what it means to be one of the regular people; not a legend of the Afterlife, but a face in the crowd - and the potential that comes from that anonymity. The final shot of the game is V blending into that crowd, walking down the street of Night City until lost among all the other pedestrians.

I’ve thought about this ending a lot since I played it three weeks ago, trying to decide whether I find it hopeful. V’s old life is gone, but that final conversation makes clear that there is plenty of potential in the life that lies ahead. If what you wanted was for V to give up her life of crime, this might feel like a victory.

To me, the costs are far too high. My headcanon V ending remains that of my first playthrough, in which I saved Johnny, in a sense, and left myself with still only six months to live, but fought on. There were other personal costs to those decisions, but I prefer to imagine V acting humanely towards others and stubbornly fighting to survive, than sacrificing others to save herself.

But I don’t regret making different decisions so I could experience Cyberpunk 2077’s new ending for myself. It solidified all the thoughts I already had: that Cyberpunk 2077 isn’t much interested with what it means to be human after you've got robot arms, but that it is deeply concerned with what it means to be a good person in a corrupt world - and that it normally offers answers with which William Goldman would improve.

Cyberpunk 2077 Phantom Liberty used AI to replace deceased actor

Polish actor Milogost Reczek, who famously portrayed Ripperdoc Viktor Vektor in a number of main and side quests in Cyberpunk 2077, passed away back in 2021.

However, in an exciting development, CD Projekt Red revealed that, with Reczek’s family’s blessing, they made the decision to use artificial intelligence to replicate the deceased actor’s voice.

The developers were initially thinking of replacing the actor for the recent Phantom Liberty expansion and re-recording his lines in the original game, but they decided that they “didn’t like this approach”.

Talking about it, localisation director Mikolaj Szwed explained that using AI provided a way to “keep his performance in the game and pay tribute to his wonderful performance as Viktor Vektor”, calling him “one of the best Polish voice talents”.

Szwed explained that they tried their best to be as ethical as possible. The process saw the team hire another voice actor to perform the lines, before they used a software named Reespeecher to alter the replacement actor’s voice and make it match the voice of Reczek.

The use of artificial intelligence has been a highly divisive topic across the entertainment industry, with members of creative communities concerned about their work being stolen and misused.

Many are also worried about the AI advancements leaving them unemployed, as studios may attempt to cut their costs by replacing real-life talent with virtual assistance.

Recent months have seen members of the Screen Actors Guild-American Federation of Television and Radio Artists (SAG-AFTRA), which is the union that represents American actors, overwhelmingly support strike action targeting video games.

So far, negotiations haven’t reached a conclusion, as SAG-AFTRA believes the terms on offer don’t address “some of the most critical” issues, “including wages that keep up with inflation, protections around exploitative uses of artificial intelligence, and basic safety precautions”.

On September 6, 2022, Game Director, Gabriel Amatangelo, announced the expansion DLC during its Night City Wire Livestream. He points out all the different updates that they have made to better enhance the game as to where it is as of today and featured the new Patch 1.6 called the Edgerunners Update, a brand new Mobile Game that is free to play called Roach's Race, the Edgerunners Anime that is available on Netflix, and showcased a teaser for the Phantom Liberty DLC.
