PLAN B Yacht – Luxuriant $100M Superyacht

The PLAN B yacht is Patokh Chodiev’s $100 million superyacht that was delivered by German shipbuilders Abu Dhabi Mar in 2012.

Alberto Pinto drew up the classic interior design, and the exterior was designed by Focus Yacht Design. The 73m yacht offers a luxurious yachting experience.

Alberto Pinto designed the interior of the PLAN B yacht. She has eight cabins that can accommodate 16 guests, one master, three VIPs, one double, and three twins.

There are ten cabins for 22 crew members. She features a massive beach club that creates an inside/outside area on the water for guests to enjoy.

Behind the helipad, which serves as an excellent spot to view the surrounding environment, is a sundeck jacuzzi surrounded by sun pads, sun loungers, and a bar.

A corridor connects the beach club to a spa and steam room.

The main deck aft has a partially shaded area by the upper deck overhang and with the option for additional shade with a canopy to suit guests.

There are plenty of interior design features that are excellent for relaxation and socialization among guests.

The master suite is on the main deck and is a large room with a private terrace, en-suite bathroom, a lounge, and a study.

The sundeck has an indoor gym space that guests can use while the boat is underway. The gym features spectacular views with floor-to-ceiling windows.

The exterior was designed by Focus Yacht Design and built by Abu Dhabi Mar, a prestigious German shipbuilder.

The ADM shipyard, Nobiskrug, is on the Elder River in Germany and is known for building custom-made and cutting-edge luxury yachts. ADM was formerly known as HDW-Kiel.

The PLAN B yacht was delivered in 2012, with an exterior consisting of a striking steel hull and white aluminum superstructure. PLAN B was recently refitted in 2020.

With her 2 MTU engines, The PLAN B yacht can reach a top speed of 17kn. She has a volume of 1773 tons and costs $5-$10 million per annum to run.

At her cruising speed of 13 knots, she can cover 4000 nautical miles. She has a total length of 73m, a draft of 3.6m, and a 12m beam.

She has a Lloyds Classification, with advanced Zero Speed stabilizers for maximum comfort onboard while at anchor.

Explorer yacht Plan B carries an Airbus H145 helicopter.

The 50m (163ft) explorer yacht Plan B has been sold in a pre-Christmas deal, with Will Christie of Christie Yachts representing the seller and Merle A. Wood of Merle Wood & Associates representing the buyer.

Christie, who represented the buyer of the 95m Lurssen Kismet earlier this year,  said concluding the deal for Plan B is “a great way to finish our second full year of business”.

The Briton described Plan B , which has a 6,000 nautical mile range and carries an Airbus H145 helicopter, as a “remarkable” yacht.

“Selling a yacht based remotely in the Pacific has its challenges, but we are pleased that we have been able to present her many unique attributes in order to get this fantastic vessel sold in a relatively short space of time,” said Christie.

“This is a great way to finish our second full year of business with the sale of a number of notable yachts, including the 95m Lurssen Kismet and the 52m CRN, Ciao. We look forward to 2024 with the expansion of our team.”

The 746GT steel-hulled Plan B was built as a military vessel at Williamstown Naval Dockyard in Australia in 1973 before converting to an explorer yacht. She also features two tenders, two jet skis and a beach landing craft.

Plan B , a unique explorer yacht with a rich history, is now available for sale. Originally built as a survey vessel for the Royal Australian Navy and known as HMAS Flinders , Plan B  has since been transformed into a highly capable exploration vessel. 

Boasting a range of over 6,000 nautical miles,  Plan B  has a long history of exploring some of the world's most pristine locations, including the Arctic Circle, Patagonia, New Zealand, Galapagos Islands, Easter Islands and Myanmar. Its ability to carry and operate a helicopter as large as an Airbus 145, along with an impressive array of tenders and toys, makes it an ideal vessel for adventure-seeking owners.

With 746gt of volume for a 50-metre vessel, Plan B  provides ample space for guest accommodations, entertainment and dining. Equipped with Quantum Zero Speed Stabilization and a steel displacement hull with a 3.1-metre draft,  Plan B is a stable, capable, and comfortable vessel both underway and at anchor. 

Following a significant yard period in 2018/19, during which new generators were installed, Plan B remains in class with Lloyd’s Register.

On board with Sir Michael Hill, owner of 39m superyacht The Beast

New Zealand’s most famous jeweller Sir Michael Hill is eagerly awaiting the imminent launch of his latest superyacht – just one of several big projects planned for a busy 2019, he tells Ellie Brade...

Sir Michael Hill always has a plan. Well, most of the time. One of New Zealand ’s best-known names thanks to his successful chain of eponymous jewellery stores, Hill wears many other hats: golfer, violinist, fisherman, artist, superyacht owner and motivational speaker. In his inspirational talks Hill insists that everyone should have at least a loose plan and know where they are heading in life. And he should know – he’s the first to admit that before founding Michael Hill International his life lacked direction.

It took a devastating house fire in 1977 to shock Hill into writing the plan that changed the course of his life. Then approaching his 40s and working as the manager of his uncle’s jewellery store, Hill had just completed a four-year house build with his wife, Christine. When the house went up in flames not long after completion it ignited an epiphany.

“Losing everything was what sparked the need to make some big life changes,” he says. His first move was to offer to buy out his uncle; after being turned down, he opened his own store down the street. Aiming to provide affordable jewellery to the average New Zealander, within 18 months Michael Hill Jeweller was far outstripping his uncle’s shop. He quickly achieved his goal of seven shops in seven years, then came the next target of 70 shops in seven more years. Michael Hill International now has nearly 300 stores around the world.

Enjoying downtime on the water has always been an important part of Hill’s life and his first foray into superyacht ownership was with the award-winning 34.2 metre VvS1 (now Akiko ), designed by Gregory C Marshall and delivered by Alloy Yachts in 2007. Having previously owned a 17 metre sport fisher, Hill’s decision to upgrade to a bigger boat, never having set foot on a superyacht before, was by his own admission “a bit crazy”. On her launch, VvS1 received international praise and went on to become a popular charter yacht. In 2012 Hill sent her to Europe and made her available for charter, with a new, bigger yacht on his horizon. But after a change of heart, he brought her back home to New Zealand and shelved plans for a new build.

A passionate New Zealander, Hill insists there are no better cruising grounds anywhere in the world, and he intended to make the most of having VvS1 back home to explore the country and neighbouring South Pacific . But then one day everything changed.

“Boats are not easy to sell, and one gets few chances actually, so I had no intention of putting her on the market,” says Hill. “My captain, Andy, had cleverly left out a magazine with a boat on the cover that was very different and I said ‘Ooh, that looks nice,’ and he said ‘I thought you’d like that.’” Inspired, Hill had some designs drawn up by Kiwi naval architects LOMOcean Design to see what a new boat might look like. Two weeks later, out of the blue, a buyer called up enquiring about VvS1 . “They asked if she was for sale and I said no, but said that we should find out what they want to pay for it. To cut a long story short, we sold it.”

That was the green light for a new project. “I’d had it in mind to go for a slightly different vessel if I ever built again, because every time you have a boat you always think of things that might be slightly better or different, and I just thought, ‘Wouldn’t it be great to have an expedition-style boat that could go anywhere, that was seriously stable?’” Hill says. “And then I thought, ‘Wouldn’t it be even better, seeing as I love fishing, to be able to put a decent-sized game boat on the back that we could just launch off it, and then go fishing in some of the amazing spots where very few people have the privilege of going?’” With that, the journey to a new 39 metre, christened The Beast , began.

Putting the cart before the horse, Hill and his team set about building the game boat – dubbed the Baby Beast – that would sit on the back of The Beast , buying the moulds from, of all places, New Zealand’s equivalent of eBay. Hill is very proud of the resulting boat, which is simple but extremely stable, and the perfect base for fishing adventures . At the same time plans for The Beast were completed and work began, undertaken by Profab Central Engineering. “She’s at the finishing stage now and it’s all very exciting,” says Hill, his enthusiasm contagious.

The Beast’s many points of difference include the lack of faring below the bridge deck, a camo-style paint job and huge aft deck, reminiscent of a workboat, that will store the Baby Beast and a custom Sealegs tender. Of course, with Hill a “mad keen fisherman”, the yacht will also be equipped with every piece of fishing gear imaginable.

“She’s different to VvS1 but also to anything that anyone has ever done I think... I’ve always tried to be different, well not tried to, but I like taking a different path,” he says. “For starters, it’s a naval catamaran hull, and it’s not a pretty boat; it’s called T__he Beast for a reason! There’s a lot of upkeep in a glossy boat and when you’re on the vessel you never see the sides anyway so I decided I’d rather have something a bit more low-key. Though even I can’t pretend this one is low-key – it’s probably going to turn heads everywhere, regrettably.”

The Beast will be the largest boat Profab Central Engineering has ever built. So why choose to build a superyacht with a yard relatively unknown in this field? “Obviously price is important, and quality of construction is vitally important, and Profab’s work is incredible. There is no pretension,” Hill says. “Everyone works hard. You come to the yard and you make your own tea alongside the team... that’s very much the Kiwi style, and because of that we were offered a price that was competitive with anywhere else in the world.” Interior work was done by Oceania Interiors, based in Whangarei, Hill’s home town and location of the first Michael Hill Jeweller store. “It’s nice to give back when you are building a yacht, and I am glad we could do that in New Zealand as I wanted to keep things local and let the communities reap some reward from the project.”

Hill and his family are now eagerly anticipating many adventures on board The Beast , which will be under the command of his long-time captain, Andy Grocott. “As soon as she’s been handed over, we’ll head for the top of New Zealand , which is probably the most beautiful scenery in the world, and after a shake-out cruise, the boat will go to Tahiti for three months. I’m so looking forward to it!”

Hill formally retired in 2015, handing over the business reins to daughter Emma, but has been keeping himself occupied since. “I’m not the type to slow down, I think I hardly ever sit still,” he says. “Emma has been doing a great job; the business and retail are going great guns, and I have lots of projects to keep me busy.” Never one to do things by halves, Hill, who celebrated his 80th birthday at the end of 2018, has quite a year ahead of him. One passion project is The Hills golf course , which Hill had built on a farm outside Arrowtown, his home on New Zealand’s South Island , and a new addition to his golf portfolio appeared in early 2019. “I’ve just completed a par-three course on a sublime piece of land, which opened on February 22 after a two-year build, and oh my God it’s beautiful. It looks absolutely amazing.”

The Beast  hit the water in early March, shortly after our interview, and June will bring the latest edition of the Michael Hill International Violin Competition, in which young musicians from around the world vie for a $100,000 (£76,500) prize. Having once had dreams of being a professional violinist, Hill says: “It’s my way of giving back. The prize money is life-changing; it sets the winner up for a career.” He also has a new book – his third – scheduled for an October release. The first two – Think Bigger and Toughen Up – were on business and motivational speaking and the latest will feature Hill’s own sketches. “We’ve whittled it down to around 500 drawings... they’re a view into my crazy mind!” Crazy perhaps, but brilliant with it.

A Summary of Motor Yacht PLAN B

The motor yacht PLAN B is a 49 m 161 (ft) spacious steel boat which was fashioned at Australian Naval Dockyard and designed in the office of Australian Government and Marine & Industrial Design and De Villiers Yacht Design. The capacious converted private yacht PLAN B is a very distinctive Australian made superyacht which was launched to much satisfaction in 1973. Accommodating 10 guests and 12 qualified crew, motor yacht PLAN B was once called Hmas Flinders (Ran); Flinders. The naval architecture office which delivered her design work on the yacht was Australian Government and Marine & Industrial Design and De Villiers Yacht Design. Moreover, her interior design is the work of Tracey Barnier-Willis Design. She could be described as a older converted private yacht.

Motor yacht PLAN B (ex HMAS FLINDERS) was commissioned in 1973 and decommissioned in 1998. The yacht was originally named for Matthew Flinders (1774-1814), and was an oceanographic survey ship of the Royal Australian Navy (RAN). FLINDERS was then converted to a private motor yacht and renamed PLAN B.

The Building & Design of Luxury Yacht PLAN B

Australian Government was the naval architect firm involved in the professional vessel composition for PLAN B. Her interior design was realised by Tracey Barnier-Willis Design. Australian Government and Marine & Industrial Design and De Villiers Yacht Design is also associated with the yacht general design work for this boat. Created by Australian Naval Dockyard the vessel was fabricated in the known yacht building country Australia. She was successfully launched in Williamstown in 1973 before being transferred to the owner. Her hull was constructed with steel. The motor yacht main superstructure is made predominantly from steel. With a width of 10.06 m or 33 feet PLAN B has spacious internal space. She has a fairly deep draught of 3.05m (10ft). She had refit improvement and modification carried out by 2007.

Powered by twin PAXMAN diesel main engines, PLAN B can attain a maximum speed of 14 knots. Coupled to the PLAN B engines are twin screw propellers. She also has an economical range of 5000 miles when underway at her cruising speed of 12 knots. Her total HP is 3360 HP and her total Kilowatts are 2472.

Photos show the luxury mega yachts that belong to Russian oligarchs — some of whom have hidden their ships as the UK ramps up sanctions.

Russian billionaires' assets — including their megayachts — are in danger of being seized as countries continue to impose sanctions on Russian oligarchs in response to Russia's invasion of Ukraine.

US President Joe Biden announced that the US will make a substantial effort to seize Russian oligarchs' assets.

"We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets," Biden said in his State of The Union address on March 1. "We are coming for your ill-begotten gains."

Since the US is not in "armed conflict" with Russia it may be legally tricky to seize assets like yachts, Insider reported . 

"The threshold for seizing assets under sanctions is that the US has to be in armed conflict with the owner of the assets," Brian O'Toole, an economic sanctions expert, tweeted last Friday. "The idea of turning Russian corruption into Ukrainian assistance is lovely but this idea is illegal, period."

It can also be difficult to find out who the owners of these yachts are.

Offshore companies typically own the luxury vessels, but enough "public speculation" pointing to a Russian oligarch as an owner is likely "sufficient for a seizure," Insider reported . 

Many of the oligarchs moved their yachts to places where they can't be seized, such as the Maldives, which does not have an extradition treaty with the US.

Insider has compiled a list of photos with mega yachts linked to Russian oligarchs.

Galactica Super Nova

Amid sanctions and seizures targeting Russian billionaires, Galactica Super Nova — said to be linked to the CEO of Russian oil firm Lukoil — is no longer detectable via ship tracker site MarineTraffic , The Daily Beast reported Thursday. 

The superyacht — whose owner is named Vagit Alekperov — had just been in Montenegro last week, Insider reported .

Alekperov is not currently the target of any sanctions. 

The yacht is almost 230 feet long and can hold up to 12 guests and 16 crew members, according to the ship maker Heesen Yachts .

The ship also has a helicopter pad that can turn into an outdoor movie theatre, also according to the ship maker.

The Amore Vero

France seized Amore Vero, a 281-foot megayacht linked to oligarch and politician Igor Sechin, on March 3.

The yacht, Amore Vero, is estimated to have a value of $120 million . It has a swimming pool that doubles as a helicopter pad and a private deck for its owner, according to Oceana , the ship maker.

Per The Wall Street Journal , officials believe that Amore Vero is "owned by a company whose majority shareholder was Mr. Sechin," though the outlet does not provide the name of the company.

Sechin is the CEO of Rosneft, Russia's oil giant, and a former deputy prime minister. A known Putin ally , he was sanctioned by both the EU and the US before France seized his yacht last week .

Sechin was one of seven oligarchs sanctioned by the UK on Thursday. 

People in Russia have referred to Sechin as "Darth Vader" and "the scariest man on Earth," according to The Guardian .

Alisher Usmanov has been sanctioned by the EU, the US, the UK, and Switzerland. His boat remains in Germany, but the country says it hasn't seized it.

Usmanov's Dilbar is "is the largest motor yacht in the world by gross tonnage," according to Lürssen , the German ship's maker.

It's 512-foot long and weighs 15,917 tons. The ship has been docked in Germany for months undergoing a "refitting," but last week Forbes reported that it was unable to leave the dock.

Germany, however, has denied that it formally seized Dilbar.

Forbes said that "the German federal customs agency is the 'responsible enforcement authority' and would have to issue an export waiver for the yacht to leave, and that 'no yacht leaves port that is not allowed to do so.'" 

Still, multiple outlets reported that Usmanov has fired the crew on the Dilbar.

The Uzbekistan-born oligarch is a supporter of Putin. 

"I am proud that I know Putin, and the fact that everybody does not like him is not Putin's problem," Usmanov told Forbes  in a 2010 interview. 

Suleyman Kerimov was sanctioned by the US, and his son, Said Kerimov, owns ICE. The superyacht is worth is an estimated $170 million.

The Kerimov family owns the majority of Polyus Gold, Russia's biggest gold producer .

ICE was dubbed "Superyacht of the Year" in 2006 at the World Super Yacht Awards, according to Boat International . It is approximately 300 feet and has its own resident helicopter, according to Club Yacht .

Quantum Blue

Sergey Galitsky's ship, Quantum Blue, has an estimated value of $250 million and is last known to be docked in Monaco.

Galitsky is the founder of one of Russia's largest supermarket chains, Magnit.

His name is not currently on the list of sanctioned Russian oligarchs,

Though he also is not the target of any current sanctions, Vladimir Potanin's superyacht, Nirvana, is one of at least four ships docked in the Maldives .

Potanin is the Former First Deputy Prime Minister of Russia and was a longtime trustee for the Guggenheim museum before stepping down on March 2, according to The New York Times . 

Nirvana is not Potanin's only superyacht, he also owns another named Barbara, according to Fortune .

Alexander Abramov's Titan, Alexei Mordashovis' Nord, and Oleg Deripaska's Clio are also located in the Maldives.

At 533 feet long, Roman Abramovich's Eclipse was the largest yacht on the globe until 2013 when the 590-foot Azzam overthrew it. 

Abramovich, once Russia's richest man , is the departing owner of Chelsea FC soccer club. He was sanctioned by the UK on Thursday along with six other oligarchs, Insider reported .

The luxury boat has a host of amenities, including two helicopter pads, a missile detection system, and a swimming pool more than 50 feet long. It also has space for up to 36 guests and 70 crew members, according to Yacht Harbour .

Insider previously reported that it is currently docked in the Caribbean .

Another yacht named Solaris is linked to Abramovich. The vessel, worth approximately $600 million, left Spain Tuesday after having been under repair since late 2021, Insider reported.

Solaris is 460 feet and can host a total of 36 guests, according to SuperYachtFan .

Tango, owned by the US-sanctioned Viktor Vekselberg, is currently located in Palma, Spain.

Tango can host up to 14 people and is 254 feet long, won the 2012 World Superyacht Awards, and has an estimated worth of $120 million, according to SuperYachtFan .

Vekselberg is a Ukrainian-born businessman who owns Renova, a Russian conglomerate, according to The Guardian .

He was one of nearly two dozen Russian oligarchs and officials that the US sanctioned on Friday.

The US Treasury Department claims that he has close ties with Putin, and has announced that assets such as his $90 million jet and his superyacht Tango have been frozen, Insider reported .

Graceful, a yacht reported to belong to Russian President Vladimir Putin, left Germany just before his invasion of Ukraine, Insider reported in early February.

Graceful is 270 feet long and has a saloon, gym, spa, library, and an indoor pool nearly 50 feet long that doubles as a dance floor.

Scheherazade

A mystery yacht remains untouched as the owner remains a mystery.

The owner of the 459-foot Scheherazade is suspected to be a Russian billionaire, though the owner was never publically identified, The New York Times reported .

Many people believe it belongs to Vladimir Putin, nicknaming the vessel "Putin's Yacht."

SuperYachtFan estimates the ship's value sits at $700 million.

Stella Maris

Stella Maris is linked to oil and gas tycoon Rashid Sardarov. It was last seen in Nice, France, according to The Washington Post .

The luxury vessel is priced at $75 million, is 237 feet long, and can hold up to 14 guests, per SuperYachtFan .

Sardarov is not being sanctioned. 

Sailing Yacht A

Sailing Yacht A is believed to belong to Andrey Melnichenko. The boat was seized by Spanish officials Saturday, Reuters reported .

The ship is more than 465 feet long and can hold up to 20 guests, according to SuperYachtFan . The website says that Sailing Yacht A also features an underwater observation area and has a value of more than $500 million.

Melnichenko is an EU-sanctioned Russian billionaire who works in coal and fertilizers, according to Forbes . The magazine also reported that he owns a second yacht, Motor Yacht A, which is similar to a submarine. 

Oligarch Gennady Timchenko's superyacht "Lena" was seized in the port of Sanremo, Italy on March 5, Reuters reported.

Timchenko is the owner of a private investment group, Volga Group and a shareholder of Bank Rossiya. The oligarch has been sanctioned by the EU, which describes him as a "long-time acquaintance of the President of the Russian Federation Vladimir Putin."

Timchenko was also sanctioned by the UK on February 22. 

The superyacht is valued at around 50 million euros ($54 million), Reuters reported. It has fold-down terraces, as well as an "owner's suite" which opens out onto the sea with "gull-wing doors," according to its manufacturer, Sanlorenzo.

Italian authorities also seized a $71 million super-yacht belonging to one of the wealthiest men in Russia , Alexei Mordashov. 

The 215-ft "Lady M" superyacht was seized in the Port of Imperia, northern Italy, a source confirmed to Reuters.

The yacht can accommodate up to six guests on and also has accommodation for four crew members, per the Superyacht Times .

The oligarch, who is the chairman of steel mining company, Severstal, has also been sanctioned by the EU, which says Mordashov is "benefiting from his links with Russian decision-makers." Mordashov has insisted he has "absolutely nothing to do" with Russia's attack on Ukraine. 

The Oligarch moved $1.3 billion worth of shares in travel company, TUI, to an offshore tax haven on the day he was hit by sanctions, Insider's Huileng Tan previously reported. 

He was also added to the UK government's sanctions list on March 15.

Some superyachts belonging to Russian billionaires are currently seeking refuge in the Maldives, including a yacht owned by billionaire Oleg Deripaska, Reuters reported.

The billionaire, who is also the founder of one of Russia's largest industrial groups, Basic Element, was added to the UK's sanctions list on March 10.

Also built by Lürssen, the superyacht - which is around 238 feet long - can accommodate 18 guests in nine cabins, per Superyacht Fan.

The superyacht Valerie - worth $140 million - was seized in Barcelona on Monday, Spanish Prime Minister, Pedro Sanchez, said on La Sexta television, per Reuters.  

Sanchez did not confirm the owner of the yacht, but two sources confirmed to Reuters that it belonged to Sergei Chemezov, who is said to be a close ally of Putin.

The oligarch, who was previously a KGB spy with Putin in the former Soviet Union, recently said that Russia would emerge victorious from Western sanctions, Reuters previously reported . 

Chemezov, who is the CEO of Russian defense conglomerate Rostec was added to the US sanctions list on March 3. 

His yacht is 279 feet long and can accommodate 17 guests in eight suites, per Superyacht Fan.

Crescent, most likely owned by Igor Sechin but also rumored to belong to Putin, was the third yacht Spain seized as the West ramps up sanctions, The Washington Post reported Thursday.

The superyacht is 443-feet long and costs an estimated $600 million, according to  SuperyachtFan, which also says the vessel hosts a retractable helicopter hangar and a large pool with a glass bottom.

Lady Anastasia

Lady Anastasia is owned by Russian oligarch Alexander Mikheyev but was seized by Spain on Tuesday, according to Reuters . 

The boat is almost 160 feet long and can hold up to 10 guests, according to Yacht Harbour .

Mikheyev, who was sanctioned by the EU, is the head of a helicopters division under Rostec, New York Mag reported .

Politics | Gov. J.B. Pritzker announces plan to tear down, replace historic Stateville prison

SPRINGFIELD — Gov. J.B. Pritzker’s administration said on Friday it plans to rebuild two Illinois prisons, including the nearly century-old Stateville Correctional Center just southwest of Chicago, as part of a nearly $1 billion project scheduled to be completed over the next three to five years.

The administration said it anticipates Stateville, about 40 miles southwest of Chicago in Crest Hill, will be temporarily closed and demolished with a new facility building on its grounds. The status of Logan Correctional Center in downstate Lincoln, about 30 miles northeast of Springfield, is still being worked out and state officials said the location of the new correctional center is being finalized.

The announcement comes nearly a year after an outside review of the upkeep for Stateville and Logan deemed the two facilities as being close to “inoperable.”

Pritzker’s proposed budget for the fiscal year beginning July 1 includes $900 million to demolish and rebuild the correctional centers and the administration estimates the construction costs at $805 million to $935 million.

Pritzker’s administration said it expects that once they’re completed, the rebuilt prisons will save the state an average of $34 million annually by lowering overtime, maintenance and utility costs.

“The capital funds dedicated to Stateville and Logan further demonstrate our commitment to continuing to rebuild and strengthen our state’s infrastructure,” Pritzker said in a statement. “These investments will allow staff to work in modern and safe facilities, ensure those who are incarcerated can safely serve out their sentences, and save taxpayers hundreds of millions in deferred maintenance costs from years of neglect.”

Officials have not said where inmates will be relocated during construction. Pritzker officials said IDOC “will coordinate closely with organized labor and the staff at these facilities, individuals in custody, and other stakeholders to ensure a smooth rebuilding process.

State documents note that “numerous facilities are approaching or surpassing a century in age and also have significant deferred maintenance needs. The condition of these facilities has reached a point where routine maintenance practices are no longer sufficient to address evolving challenges.”

In May 2021, the IDOC called for Stateville, which opened in March 1925, to convert from a maximum-security facility to a multilevel reentry facility for inmates returning to society. The plan was a reflection of not only the unmet and growing maintenance expenses for Stateville, but also of a sharply declining prison population as a result of criminal justice initiatives as well as COVID-19’s effect on reducing criminal prosecutions.

A state-contracted master plan for the state’s correctional facilities conducted by CGL Companies was released in May of last year and found that Stateville, at $286 million, had the highest level of deferred maintenance of the 27 prison sites that had been reviewed. Overall, deferred maintenance of IDOC facilities totaled $2.5 billion.

“In addition to the extremely poor conditions throughout the facility (peeling paint, leaking roofs) the facility’s 100 year old design is reflective of 1800s prison philosophy, with multitiered housing units. These units are poor for a maximum custody population, but even worse for a multi-custody re-entry mission,” the consultants said of the repurposing of Stateville.

“The units lack dayroom space or any adjacent program space. Cells are small and there is limited electrical connections resulting in extension cords run from cell to cell. Due to limited line-of-sight, an intensive level of staffing is necessary to adequately supervise these units. Maintaining a constant ambient temperature is nearly impossible from the lower tier to the upper tier.”

In addition, the consultant report said “shower facilities are poor” and create issues for complying with federal prison rape prevention standards, and that “overall, the facility can’t comply with” the Americans with Disabilities Act.

To transition Stateville into a reentry facility, the consultants said new housing units should be built that provide “dayroom space, ample cell size, and office space for counselors and support staff,” along with adjacent programs and recreation space. The consultants estimated the cost of 700 new beds at Stateville to be $72.4 million.

The consultants also said that, consistent with its new reentry mission, “we recommend vacant space at Stateville be renovated to develop a vocational village” to “provide both classroom and hands-on skills to the soon-to-be released population.” They estimated $32.6 million in costs.

“There are a number of significant improvements that must be undertaken to establish a positive environment for re-entry programming at Stateville. This includes improving living units and providing access to vocational and work-skill programs,” the consultants said.

Before Illinois did away with the death sentence, Stateville for years was the site of state executions. Inmates executed at Stateville include mass killer John Wayne Gacy. Inmates housed there included mass murderer Richard Speck, who died of a heart attack while imprisoned at the facility, and notorious thrill kill convicts Nathan Leopold and Richard Loeb. Loeb was killed with a straight razor by another inmate in a shower room at Stateville.

Stateville took on additional inmates in the early 2000s when Gov. George Ryan shut down another historic prison, the 143-year-old Joliet Correctional Center. Some older portions of Stateville have already been phased out. In 2016, officials completed the shutdown of the prison’s F House, known as the Roundhouse and set apart by its central watchtower encircled by multiple floors of prisons.

The consultant’s master plan also assailed conditions at Logan, which opened in the 1870s as the Illinois Asylum for Feeble-Minded Children, and was repurposed from the Lincoln Mental Health Annex to a prison in 1977 and became a facility for women and transgendered inmates in 2013.

“Our review found the existing Logan Correctional Center to be inefficient, ineffective, and unsuitable for any population,” the consultants said.

“Most of the buildings in Logan, including most of (its) housing units, were built nearly a century ago as patient wards in a mental health institution. These units do not meet the needs of modern correctional practices, are not supportive of a rehabilitative environment and complicates the overall delivery of services,” the report said. “Additionally, the facility is fueled by a coal-fired plant that dates back to 1930. Support spaces were never designed to meet the unique needs of a female population.”

The consultants recommended “IDOC should find a more suitable location for housing its incarcerated women.”
