Traditionally, boat names revolved around ways to bring luck to a vessel and these were often the names of gods. Today boat naming is more of an “anything goes” exercise, and you could choose an elegant, classic name, one that’s tongue-in-cheek, cool and edgy name, or even use the name of a loved one.

Banned Boat Names

According to the US Coast Guard the name of your boat “may not be identical, actually or phonetically, to any word or words used to solicit assistance at sea; may not contain or be phonetically identical to obscene, indecent, or profane language, or to racial or ethnic epithets.”   While the rule is strict when it comes to emergency words such as those in the list below, it is easier to get around some of the more profane names by using clever play-on words – if that’s your thing!

Man accused of driving boat that killed girl had 'no knowledge' of accident, lawyer says

Authorities in South Florida have identified the person driving a boat in the hit-and-run death of 15-year-old girl over the weekend.

Carlos Guillermo Alonso, 78, of Coral Gables was piloting a 42-foot Boston Whaler in Key Biscayne when officials say his boat struck Ella Riley Adler , according to a Florida Fish & Wildlife Conservation Commission incident report obtained by The Palm Beach Post , part of the USA TODAY NETWORK.

According to the report, the girl was wakeboarding and fell into the water before she was struck by Alonso's vessel.

The man driving the boat left the scene without stopping, witnesses told the agency. Ella was retrieved by the other boat but died of her injuries, according to the report.

When was Ella Adler struck by a boat?

According to new information released in the report, Ella was struck wakeboarding in waters off Key Biscayne on Saturday afternoon.

Initial reports from the FWC indicated the girl had been waterskiing.

The agency reported Ella fell in the ocean  near Nixon Beach  while being towed about a mile from shore and was struck by another vessel at 4:30 p.m.

The beach is in Miami-Dade County about 7 miles south of downtown Miami.

Ella was wakeboarding behind a 42-foot 2017 Hanse Fjord yacht near a sandbar at the same time as another unidentified female on a wake surfboard rode, officers wrote in the report.

Ella and the other female being towed fell into the water at different times and locations.

While waiting to be recovered by her boat, another vessel struck her and fled the scene, officials said. A witness said the boat did not appear to swerve or slow down when it hit the girl.

Ella, who wore a life jacket, died from her injuries.

Who is Carlos Guillermo Alonso?

Alonso is 78 and lives in Coral Gables . The city is about 5 miles from downtown Miami. According to his attorney, Lauren Krasnoff, her client goes by the name Bill.

Investigators said it was unclear if Alonso knew Ella was hit or whether alcohol was a factor.

Krasnoff told USA TODAY on Friday Alonso does not drink and did not know he struck anyone on the water.

Here is a statement in full released to USA TODAY from his attorney:

"This is the worst possible tragedy and before saying anything else, we want to express our deepest sympathies to Ella Adler’s family and friends.

There have been numerous requests for Carlos Alonso, who goes by “Bill,” to make a statement. Because this is an ongoing investigation with which he is fully cooperating, he will not be making any statements to the media other than to say that he was beyond devastated to learn that he may have been involved in this awful tragedy.

I will tell you that Bill, who has been boating for 50 years and is a very experienced boater who knows these waters, was out boating by himself on Saturday. He has no knowledge whatsoever of having been involved in this accident. If he hit Ella that day, he certainly did not know it. Had Bill thought he hit anything, he absolutely would have stopped. But he did not at any point think that he had hit anything, let alone a person. He docked his boat in plain sight right behind his house. When Fish and Wildlife contacted Bill on Sunday, he did not know why they were reaching out to him. He did not even know there was an accident on the water the day before, but immediately met with law enforcement, spoke to them without a lawyer, and has been cooperating with law enforcement eversince.

Bill is 78 years old and came to the United States from Cuba in operation Peter Pan. He has never had any contact with the criminal justice system. He does not drink and was not drinking on Saturday, May 11, and he was driving his boat safely at a reasonable rate of speed.

Bill is a good man and he is absolutely devastated by the loss of this intelligent, accomplished and beautiful young woman. He has cooperated 100% with law enforcement and will continue to do so. As I said, this is an ongoing investigation. So we will have no further comment at this time."

The FWC reported Alonso's vessel was in custody on Tuesday and Alonso was cooperating with the investigation.

Has anyone been arrested in Ella Adler's death?

Officials did not say whether Alonso was facing charges in connection to the fatal hit-and-run.

They also did not say what day they located the suspect vessel.

Who was Ella Adler?

Ella, a ballerina, lived in Miami Beach, officials said, and attended  Ransom Everglades High School  in Miami.

"She was a force of nature, and when she was near, everyone felt a gravitational pull toward her," her obituary reads. "She loved to dance, she loved her friends, and most of all she loved her family."

She is the granddaughter of Michael Adler, the current  U.S. Ambassador to Belgium , according to the  Miami Herald .

She is survived by her parents, Amanda and Matthew Adler, and her younger siblings Jaden and Adalynn, and many other relatives.

Reward being offered in Ella Adler's hit-and-run boating death

A $20,000 reward − $10,000 from Ella's family and a combined $10,000 from FWC and Miami-Dade Crime Stoppers − is being offered for information in the case.

Anyone who witnessed the crash is asked to contact those agencies.

Years of authoritative coverage on the Boy Scouts of America paid off with a scoop on the group’s decision to rebrand to Scouting America. The Boy Scouts of America spent most of its 114-history proudly resistant to change. How Dallas reporter Jamie Stengle, video journalist Kendria LaFleur and photojournalist Tony Gutierrez were first across all formats with a major one — a rebrand to Scouting America —was no accident and put AP far ahead on one of the week’s biggest talkers. For more than a decade, AP has chronicled the rapid shifts and woes within the Boy Scouts, from revoking a ban on gay youths to bankruptcy. The authoritative coverage paid off when Stengle, who has previously covered the Texas-based organization, received a call from its headquarters: the Boy Scouts would change their name in 2025 in a switch aimed at inclusion. The news would not be publicly announced until the next week at the Boys Scouts’ national convention in Florida. The Texas team used that head start to own the story, including LaFleur shooting the first on-camera interview with Boy Scouts president Roger Krone about the change. In addition to the mainbar, Stengle also put together a glance of the tumult and shake-ups within the scouts, drawing on years of expert AP reporting. The  coverage did not stop in Texas. Although the scouts were resistant to allowing press at their national convention in Orlando, Stengle was determined and secured access for a photographer, whose images of a female Eagle Scout’s remarks helped give AP a robust visual package that also included Gutierrez’s photos from Dallas.

The German parliament has approved plans to relax strict restrictions on family names — clearing the way, among other things, for couples to take double-barreled surnames and pass them on to their children

BERLIN -- The German parliament on Friday approved plans to relax strict restrictions on family names — clearing the way, among other things, for couples to take double-barreled surnames and pass them on to their children.

The reform of Germany's rigid rules is due to take effect at the beginning of May 2025 after passing parliament's upper house, which represents the country's 16 state governments.

As it stands, parents are required to give their children one of their surnames. One partner in a married couple — but not both — can add the other partner’s name to his or her surname.

The reform will allow both partners to take on a double surname, with or without a hyphen, and for their children to take that name too. Parents will also be allowed to give their children a double-barreled surname. The new system still won’t allow names that are more than double-barreled.

The legislation will also make it easier for stepchildren or children of divorced parents to change their family names, and allow the use of gender-adjusted forms of surnames for people with names from languages in which that is common — a change that will, for example, benefit the Sorbs, an indigenous Slavic minority in parts of eastern Germany. It will also allow the use of traditional patronymic and matronymic names used by the Frisian minority, which entail children’s surnames being based on their father’s or mother’s first name.

The change is one of several social reform projects that Chancellor Olaf Scholz’s socially liberal three-party governing coalition promised to enact when it took office in December 2021.

Several higher-profile plans already have been implemented or approved. The government has legalized the possession of limited amounts of cannabis; eased the rules on gaining German citizenship and ended restrictions on holding dual citizenship; and ended a ban on doctors “advertising” abortion services.

It also is making it easier for transgender, intersex and nonbinary people to change their name and gender in official records. Same-sex marriage was already legalized in 2017.

Barge hits bridge connecting Galveston and Pelican Island, causing oil to spill

GALVESTON, Texas — A barge slammed into a bridge pillar in Galveston, Texas, on Wednesday, spilling oil into waters near busy shipping channels and closing the only road to a small neighboring island. No injuries were reported.

The impact sent pieces of the bridge, which connects Galveston to Pelican Island, tumbling on top of the barge and shut down a stretch of waterway so crews could clean up the spill. The accident knocked one man off the vessel and into the water, but he was quickly recovered and was not injured, said Galveston County Sheriff's Office Maj. Ray Nolen.

Ports along the Texas coast are hubs of international trade, but experts said the collision was unlikely to result in serious economic disruptions since it occurred in a lesser-used waterway. The island is on the opposite side of Galveston Island's beaches that draw millions of tourists each year.

The accident happened shortly before 10 a.m. after a tugboat operator pushing two barges lost control of them, said David Flores, a bridge superintendent with the Galveston County Navigation District.

"The current was very bad, and the tide was high," Flores said. "He lost it."

Pelican Island is only a few miles wide and is home to Texas A&M University at Galveston, a large shipyard and industrial facilities. Fewer than 200 people were on the campus when the collision happened, and all were eventually allowed to drive on the bridge to leave. The marine and maritime research institute said it plans to remain closed until at least Friday. Students who live on campus were allowed to remain there, but university officials warned those who live on campus and leave "should be prepared to remain off campus for an unknown period of time."

The accident came weeks after a cargo ship crashed into a support column of the Francis Key Bridge in Baltimore on March 26 , killing six construction workers.

The tugboat in Texas was pushing bunker barges, which are fuel barges for ships, Flores said. The barge, which is owned by Martin Petroleum, has a 30,000-gallon capacity, but it's not clear how much leaked into the bay, said Galveston County spokesperson Spencer Lewis. He said about 6.5 miles of the waterway were shut down because of the spill.

The affected area is miles away from the Gulf Intracoastal Waterway, which sees frequent barge traffic, and the Houston Ship Channel, a large shipping channel for ocean-going vessels. Aside from the environmental impact of the spill, the region is unlikely to see large economic disruption as a result of the accident, said Marcia Burns, a maritime transportation expert at the University of Houston

"Because Pelican Island is a smaller location, which is not in the heart of commercial events, then the impact is not as devastating," Burns said. "It's a relatively smaller impact."

At the bridge, a large piece of broken concrete and debris from the railroad hung over the side and on top of the barge that rammed into the passageway. Flores said the rail line only serves as protection for the structure and has never been used.

Opened in 1960, the Pelican Island Causeway Bridge was rated as "Poor" according to the Federal Highway Administration's 2023 National Bridge Inventory released last June.

The overall rating of a bridge is based on whether the condition of any of its individual components — the deck, superstructure, substructure or culvert, if present — is rated poor or below.

In the case of the Pelican Island Causeway Bridge, inspectors rated the deck in "Satisfactory Condition," the substructure in "Fair Condition" and the superstructure — or the component that absorbs the live traffic load — in "Poor Condition."

The Texas Department of Transportation had been scheduled in the summer of 2025 to begin construction on a project to replace the bridge with a new one. The project was estimated to cost $194 million. In documents provided during a virtual public meeting last year, the department said the bridge has "reached the end of its design lifespan, and needs to be replaced." The agency said it has spent over $12 million performing maintenance and repairs on the bridge in the past decade.

The bridge has one main steel span that measures 164 feet (50 meters), and federal data shows it was last inspected in December 2021. It's unclear from the data if a state inspection took place after the Federal Highway Administration compiled the data.

The bridge had an average daily traffic figure of about 9,100 cars and trucks, according to a 2011 estimate.

“I’ll do what they want, but I’m not going to do it their way.”

When the city of Seaside, Calif., ordered resident Etienne Constable to build a fence to cover the boat parked in his driveway, he complied. But the puckish way he did it — hiring his artist neighbor to paint a realistic mural of the same exact boat on his fence — has brought him viral attention.

“We kind of hit the sweet spot between following the rules and making an elegant statement to the contrary,” says Constable.

Constable, who works in business development, has lived in the same house in Seaside for 29 years. For most of that time, his boat trailer — often with a boat attached — has sat in his driveway without issue. But in July 2023, he received a letter from the city, asserting that the municipal code requires that boats and trailers be “screened on the side and front by a six-foot-high fence,” and threatening him with a citation and a $100 fine if he failed to comply. (The Washington Post has reviewed the letter.)

To Constable, the letter came out of nowhere. The ordinance itself is not new. He hadn’t heard any complaints from neighbors, and he’s kept the boat, which he named Might as Well and uses to fish “as often as I can,” for four years in his driveway.

“I thought, ‘This is ridiculous,’ and my first reaction was to leave a nasty, nasty message at the city hall,” he says. “And then I thought, well, I might as well build a screen … I’ll do what they want, but I’m not going to do it their way.”

So he started brainstorming. That’s when he had a chat with his neighbor, Hanif Panni, a muralist and graphic artist, about potentially painting the fence to look exactly like the space it was built to cover up. The two batted ideas back and forth over the fence that separated their yards. “We wanted to make an illusion,” says Panni.

Panni, whose artist name is Hanif Wondir , was in. He had other projects on his docket, and wasn’t able to start painting the boat on the fence until early May. It took four days to complete. As he worked, people driving or walking by would stop to comment on the optical illusion, and a few neighbors told him that they, too, had received letters about the ordinance, says Panni.

The actual fence cost a few hundred bucks, per Constable, who did the labor himself. He paid Panni for painting the mural, too.

With Constable’s permission, Panni shared the finished work on social media. It quickly went viral.

“The more people see something, the more opinions there are about it … and it’s just so fun to see those branches stemming off of something that I created,” says Panni. “ … One of the reasons why I do public art, and art in general, is to inspire those conversations.”

The mural ultimately led to an approving phone call to Constable from Nick Borges, Seaside’s acting city manager, on Friday evening. Borges first saw the images of the painted fence when a friend sent them to him — neither of them knew the photos were taken in Seaside. “I thought, ‘wow, that’s pretty creative.’ I laughed at it, and then I started getting calls from local media,” says Borges.

After years of complaints that the city was too lax about code enforcement, Borges says Seaside hired someone to enforce its codes, hence the letters sent to residents. Constable’s case was closed out in November, when the fence (at that point, without the mural) was spotted, says Borges.

“We’re not taking any action,” he says. “The only action I’m going to take is a high five, and that’s it.”
