The RYA Powerboat Level 2 (PB2) Course in South Africa

rya powerboat level 2 license

The RYA Powerboat Level 2 course in South Africa is often considered an entry-level course for many. It provide you with permission to drive a powerboat for recreational purposes and strengthens your resume in the marine industry. In this article, let’s get to know more about this highly demanding course in South Africa’s marine industry.

The RYA Powerboat Level 2 (PB2) Course – What do you need to know?

In the United Kingdom and many foreign countries, the Powerboat Level 2 Certificate is equivalent to having a powerboat license. However, in South Africa, you will have to abide by SAMSA Skipper’s regulations. Regardless, having an RYA Powerboat Level 2 license means it unlocks the opportunities to drive a powerboat in many parts of the world.

Note: you will require an International Certificate of Competence (ICC) to do so. Sail and Power SA can help you with obtaining one. South African or British nationals or other eligible nationals can also apply for this.

RYA PB1 v/s RYA PB2

For many aspiring skippers in the industry, the RYA PB2 course is the most basic one. There are no requirements for joining this course.

What does the RYA Powerboat Level 2 Course cover?

The RYA Powerboat Level 2 course in South Africa is a basic course. It gives you basic theoretical and practical knowledge about the following modules:

  • Launching and recovery
  • Confined Space Manoeuvring
  • Docking the boat properly
  • Handling the boat – basics manoeuvring
  • Man overboard procedure
  • Mooring buoy
  • Using the anchor
  • Basic navigations and tides
  • Introduction to powerboat safety measures

This course lasts for a total duration of 2 days. Children aged 12 and above can also participate in the course. However, to obtain a commercial endorsement, they will have to wait till they turn 16. Furthermore, Children between the ages of 12-16 cannot drive the powerboat on their own. A certified guardian must be present on the vessel during the activities.

What can I do with the RYA PB2 Certification?

The RYA Powerboat Level 2 certificate is globally acknowledged, meaning you can easily rent and drive a powerboat up to 10 meters in length. This certificate has no expiry; however, we strongly recommend you to retake this course if you are rusty with your powerboat skills.

In South Africa also, if you are a foreign tourist renting a powerboat for recreational purposes for a short duration, the RYA Powerboat Level 2 certificate will be considered valid and you do not have to apply for a SAMSA Skipper’s License.

Role of the RYA PB2 Certification in the Career Path as a Skipper.

You can also use this certificate not only for recreational purposes but also for commercial purposes. However, the certificate alone will not be enough. You will also require commercial endorsements in South Africa. For more information, please feel free to contact us and we will be glad to assist you.

If you are seeking a serious career as a Skipper in this industry, then the Powerboat Level 2 Course is an important milestone for you. If you wish to work on a superyacht, this course is one of the main requirements as well.

The RYA has provided a flowchart on how to ascend as a Skipper and perhaps master handling your own yacht all over the world.

COMMERCIAL ENDORSEMENT INFORMATION –

If you want to work in a commercial environment and take up to 12 paying passengers to sea in a vessel of up to 24m then it is a legal requirement to hold an RYA/MCA certificate of competence with a commercial endorsement. That shows that you have undergone additional training, a practical examination and a medical fitness test to operate a commercial vessel. The level of endorsement you hold determines the categories of water you can operate in.

The RYA Level 2 Powerboat can be commercially endorsed to operate in Category 6 waters. This category is defined as within 3 miles of a nominated departure point, and never more than 3 miles from land, in favourable weather and daylight.

The RYA Advanced Powerboat (with exam) can be commercially endorsed to operate in Category 3 waters, once the holder has more than 2 years relevant experience. This category is defined as up to 20 miles from a safe haven.

For categories above this, the Yachtmaster Offshore can be endorsed to operate up to 150 miles from a safe haven and the Yachtmaster Ocean can be endorsed to operate worldwide.

Commercial vessels are also required to be surveyed and certified before being used commercially, and their size and level of equipment determines the category of water they can operate in, as well as the level of qualification and commercial endorsement held by the skipper.

Delivered by experienced and knowledgeable instructors, the course is designed to impart a blend of theoretical knowledge and hands-on practical skills that mirror the challenges yacht captains may encounter while at the helm.

Throughout the course, participants will delve into an array of essential subjects that go beyond mere navigation, including seamanship, safety procedures, and practical boat handling.

During the practical training phase, participants gain invaluable experience by actively manoeuvring powerboats in diverse conditions and scenarios.

From perfecting docking techniques to mastering boat control, this immersive aspect of the training allows candidates to bridge the gap between theory and real-world application.

RYA Level 2 Powerboat Handling

RYA powerboat courses are primarily for those using small powered craft such as RIBs, dories and sportsboats that don't generally undertake long or offshore passages.

The types of commercial craft requiring this level certification are typically: charter fishing boats, small passenger launches, thrill ride operators, harbour patrol launches, construction site safety boats etc.

If you will be using larger boats with accommodation and the capacity to cruise or work further offshore you are likely to need a certificate within the motor cruising programme such as Day Skipper, Coastal Skipper or Yachtmaster Offshore.

If you need a Level 2 Powerboat Handling certificate in order to work on a commercial craft subject to the MCA's codes of practice, you will need to get it commercially endorsed . You can then work on commercial vessels up to 24m in length, operating in category 6 waters - that is up to 3 miles from a nominated departure point in fine weather and daylight hours.

Recognition in Spain

Unlike the United Kingdom, Spain requires that skippers hold a boat licence to operate boats flying a Spanish flag. The same rule applies if you buy a boat or rent a boat. Navigating the waters with an RYA qualification in Spain varies depending on several factors including the boat’s flag state, the pilot’s nationality, residence, and the boating location. Here’s a summary:

UK Citizens or Residents : Post-BREXIT, Spain recognizes RYA qualifications for UK citizens or residents. This makes it easier for them to rent boats or sail their own in Spanish waters. UK-flagged boats require no additional steps, but boats under the Spanish flag need registration for authorization; the process is automatic and simple.

Non-UK Citizens with Non-Spanish Flagged Boats : To navigate in Spanish waters, a valid boating license from the boat’s flag country or the skipper’s country of origin or residence is necessary. RYA qualifications are generally accepted if recognized in the skipper’s home country. Carrying proof of a qualification’s acceptance, such as a letter from an insurance broker, is advisable.

Non-UK Citizens with Spanish Flagged Boats : The General Directorate of Merchant Marine allows EEA citizens and those from specific countries to skipper Spanish-flagged recreational boats with a license from their home country. In practice, most boat clubs and charter companies accept RYA qualifications.

Overall, while RYA qualifications are highly regarded, their acceptability in Spain is nuanced and varies based on specific circumstances, especially concerning the boat’s flag state and the skipper’s nationality or residency.

As a school recognised by the Spanish Maritime Authority, The Boat School can issue a Spanish Boat Licence to students who have successfully completed the RYA Powerboat Level 2 course. This option is not available for every course.

You can find out more about the Spanish Boat Licence here.

International recognition

On successful completion of an RYA Powerboat Level 2 Course, UK nationals and nationals of certain other countries (Recognition) automatically qualify for an ICC issued by the RYA (see the tab “ICC”).

The ICC is widely recognised as evidence of competence in most European countries.

On successful completion of the RYA Powerboat Level 2 Course, UK nationals and nationals of certain other countries automatically qualify for an ICC (International Certificate for Operators of Pleasure Craft) issued by the RYA.

The UK ICC is issued by the RYA issued in conformity with Resolution No. 40 of the United Nations Economic Commission for Europe (UNECE) Working Party on Inland Water Transport. The certificate is available to a person who fulfils the following eligibility criteria:

1) has reached the age of 16. 2) is physically and mentally fit to operate a pleasure craft. 3) holds the Powerboat Level 2 course completion certificate. 4) meets the nationality requirements.

Who can get an ICC from the RYA?

The following countries have NOT yet adopted Resolution 40 of the UNECE. If you are a national of one of these countries and you are resident in that country or another country on this list the RYA WILL issue you with an ICC.

Albania Andorra Armenia Azerbaijan Bosnia and Herzegovina Canada Cyprus Denmark Estonia France Georgia Greece Iceland Israel Italy Kazakhstan Kyrgyzstan Liechtenstein Malta Moldova Monaco Montenegro Netherlands* Poland Portugal Russian Federation San Marino Serbia Slovenia Spain Sweden Tajikistan The former Yugoslav Republic of Macedonia Turkey Turkmenistan United States of America Uzbekistan

*The Netherlands has adopted Resolution 40 of the UNECE; however, the Dutch Government has given the RYA special permission to issue the ICC.

Who can’t get an ICC from the RYA?

The following countries have adopted Resolution 40 of the UNECE. If you are a national of one of these countries and are resident in that country or another country on this list the RYA WILL NOT issue you with an ICC. Customer reviews

A fantastic weekend of sailing, almost 130 NM in all, with a relaxed, but fully engaging skipper. Great set up and brilliant on the admin. Thanks Stef, Tom et al!

I did a weeks coastal skipper course getting ready for my yacht master and I have to say it was one of the best training weeks I’ve had - our training instructor was superb, exactly the sort of person that you want. He could inspire, provide discipline and impart knowledge as well as let you learn through your own mistakes. Tom and Steph run an excellent operation there and I highly recommend it. They’re flexible and very helpful when it comes to your journey into being a qualified sailor.
