In Queensland’s ‘feeding frenzy’ housing market, renters are paying the price
As the Labor government moves to ban rent bidding, tenants’ advocates say more is needed to address the housing crisis

Queensland renter Anne Dirks has spent three months struggling to find a new home.
Brisbane last month surpassed Melbourne as Australia’s third-most expensive city, now just behind Canberra and Sydney. She said it has been a hard search, and she has been turned back several times.
One barrier: rent bidding.
Some forms of rent bidding are banned in Queensland, but Dirks said she has turned up to properties where a real estate agent had jacked up the advertised price on the spot.
“I had one agent say ‘Oh just so you all know the rent’s gone up $70, from $470,” she said.
“A big increase. I’ve got three young children so it’s really unaffordable.”

On Thursday, Queensland’s Labor government moved to ban all forms of rent bidding as part of a package of reforms for renters.
The laws would also establish a code of conduct for the rental sector, require agents not to collect an undue amount of information about renters, and set up a portable bond scheme, among other reforms.
The housing minister, Meaghan Scanlon, said the reforms eliminate a “feeding frenzy” common at open homes, where renters are offering more through rent bidding to secure accommodation.
“Currently under the Act, it’s illegal for a real estate agent to solicit rent bidding,” she told reporters.
“What’s happening in practice, though, is that essentially renters are going and offering more and it’s becoming a feeding frenzy, and it’s very difficult to regulate in determining who actually asked that person to pay more.”
Under the proposed laws anyone who accepts a higher amount than previously advertised would be committing an offence.
“More than 600,000 Queensland households rent. These reforms are about making renting fairer, safer and easier,” said Scanlon.
But many advocates say the laws won’t go far enough.
The Queensland Greens and not-for-profit organisation Tenants Queensland both want caps on rent and a ban on all no-fault evictions.
Scanlon also introduced legislation on Thursday limiting rent increases for the 30,000 Queenslanders living in manufactured homes. Most of them are old-age pensioners.
The Tenants Queensland chief executive officer, Penny Carr, is a supporter of the bill, and called on all parties to back it.
But she said they wanted a rental cap tied to CPI for people in the private rental market of the type that would now apply to owners of manufactured homes.
“I think that many of the arguments as to why you would impose a rent increase limit in manufactured homes equally apply in residential tenancies,” Carr said.

“There are many people – I think something like 40% of people on low incomes – in rental stress in the rental market. Almost half of the people who live in the rental market are living there with dependent children.”
Scanlon said: “We think that manufactured homes though are different to other types of home, in that people own the home.
“It’s not easy to just pick it up and move it and you know, it means that they’re subject to quite significant rent increases, even though they own that home and can’t leave as quickly as you might be able to in other arrangements.”
Scanlon said the state government was investing $160m to assist renters.
Greens MP Michael Berkman said even with the laws “rents will continue to skyrocket, renters will continue to be kicked out at the end of their lease for no reason and more Queenslanders will be pushed into homelessness”.
The Queensland Council of Social Service CEO, Aimee McVeigh, said the legislation offered more certainty and fairness in the private rental market.
“However, these reforms miss a golden opportunity to provide cost-of-living relief and put a brake on rent increases,” she said.
“Also, right now, tenants can be evicted from their home for no reason at the end of a lease and these reforms do nothing to stop this.”
Housing data released on Thursday in Queensland shows 1,770 households have been allocated to social housing in the 2023-2024 financial year, with a reduction of 371 applications.
Single-person households or couples remain the biggest driver of demand on social housing.
The bill has been referred to the parliament’s cost-of-living committee. It is expected to be debated later this year.
It is the government’s second tranche of rental regulations, with a mandatory limit on the number of rent increases a year implemented last year . The legislation also banned some forms of rent bidding , but allowed tenants to voluntarily offer more than the listed price.

Winners and losers as energy regulator outlines mixed bag of power price changes
Benchmark electricity prices are set to fall for hundreds of thousands of customers but will rise for others under mixed changes flagged by the country's energy regulator.
Following price hikes of up to 40 per cent in the past two years, the Australian Energy Regulator (AER) has proposed far more modest tweaks to the so-called default market offer.
Under a draft ruling that would take effect from July, the watchdog said it was putting an "increased weight on protecting consumers".
Meanwhile, Victoria's Essential Services Commission has proposed reducing that state's default offer by 6.4 per cent.
Regulators in Tasmania and the Australian Capital Territory set their own offers, while in Western Australia the state government determines power prices.
The AER said base rates should fall between 1.9 per cent and 3 per cent for residential customers in broader Sydney and South Australia, reducing bills by up to $57 a year.
It also recommended heftier price cuts of up to 7 per cent for some households on what are known as controlled loads, which involve a separate tariff for appliances such as hot water systems.
Similarly, the regulator proposed price cuts of almost 10 per cent for some small business users in the Sydney area.
Some, not all, consumers win
The AER also flagged increases of up to 2.7 per cent for households in South East Queensland and 0.9 per cent for those in rural New South Wales.
This would add up to $53 a year to power bills.
AER chair Clare Savage said the proposed changes were only drafts and would be subject to consultation.
Ms Savage noted that wholesale electricity markets had eased since the extreme prices witnessed at the height of the energy crisis in 2022 when the national electricity market went into meltdown.
Despite this, she pointed out that costs in other parts of the electricity system were going up, driven by rising interest rates and inflation as well as investments needed for the energy transition.
Key among these was the poles-and-wires network, which typically accounted for the biggest share of an electricity invoice.
"We know that economic conditions have put pressure on many Australians and the increases in electricity prices over the past two years have made energy less affordable for many households," Ms Savage said.
"In light of this, the AER has, in this decision, placed increased weight on protecting consumers.
"While wholesale markets have stabilised since their extreme peaks of 2022, this easing has been offset by the pressures we are observing in network prices.
"Poles-and-wires costs are a large component of retail prices, comprising around 40 per cent of the price."
Introduced in 2019, the default market offer (DMO) is effectively a backstop for electricity consumers and sets the maximum rate that a retailer can charge.
Ms Savage noted that some retailers were now offering discounts of up to 23 per cent on the default price, suggesting falling wholesale prices were ushering in more intense competition for customers.
Rockets first, feathers follow
Gavin Dufty, the manager of policy and research at St Vincent de Paul, said there was still plenty of pressure on electricity prices and it was too early for consumers to celebrate.
Mr Dufty said the slow decline of prices reflected the adage of "rockets and feathers", which refers to the tendency in economics for prices to rise quickly but fall slowly.
"I wouldn't be cracking champagne corks at the moment," Mr Dufty said.
"We're talking about, on average, around about 2 to 3 per cent down in real terms on what people will be paying.
"The wholesale price is coming down and the DMO is reflecting that.
"But then there are some headwinds."
However, Mr Dufty said even slight relief would be welcomed by many customers who had endured consecutive years of painful price rises.
He said even though few people were directly affected by the default market offer, it sent an important signal to the rest of the market about where prices were headed.
"Overall, we're seeing a little bit of down and a touch up," Mr Dufty said.
"But this is much better than last year, which was just all up."
Minister defends energy record
At a press conference Tuesday morning, Federal Energy Minister Chris Bowen stood by the government's stewardship of the power system since coming to office in 2022.
Mr Bowen said that while there was "a long, long way to go" the fact that wholesale prices had eased and bills had stabilised was an encouraging sign.
He attributed some of the wholesale price falls to measures put in place by the Commonwealth, including price caps for coal and gas that were introduced during the crisis.
Faced with questions over Federal Labor's pre-election pledge to reduce power bills by $275 a year, Mr Bowen stood firm.
"We're not giving up on the plan for cheaper electricity for Australians," Mr Bowen said.
"Others might, by introducing the most expensive form of energy in the world — nuclear.
"We're not giving up on the task at hand, which is getting more renewables into the system to reduce prices and emissions."
Shadow Energy Minister Ted O'Brien was less charitable, accusing Labor of breaking its promise to cut electricity bills.
Mr O'Brien called on the government to apologise over what he said was a breach of trust.
"Labor was elected on a promise that it would reduce household electricity bills by $275, but instead Australians are now paying among the most expensive bills in the world," Mr O'Brien said.
"The Australian people deserve nothing less than a complete and unreserved apology from Prime Minister Albanese for making households and businesses pay for his failures."
A final decision by the AER will be published in May.
