If You're Thinking of Living In/Noroton and Noroton Heights; A Sailor's Heaven Where Darien Began

WHEN supplying phone numbers, Information does not recognize Noroton, nor does the post office deliver Noroton mail separately from Darien's, as it once did.

Real estate agents regard Noroton and Noroton Heights as neighborhoods in Darien, which they are, and so do newcomers. But the old-timers of English, Irish, Italian, German and Hungarian stock, some living in the same houses their forebears occupied three to five generations ago occupied, cling to Noroton and the Heights as special -- the place where Darien, the smallest town on Fairfield County's Gold Coast, began.

Noroton, which takes its Indian name from the river that empties into Holly Pond and separates Darien from Stamford, was settled in 1690 by four families with land grants from Stamford. As it grew, farmers brought their produce down to Ring's End Landing for shipment to New York. A steady trade in shoemaking also developed. In 1820, Middlesex Parish, as it was called, separated from Stamford and became the Town of Darien. In the 1860's wealthy New Yorkers came up for the summer on the New York and New Haven Railroad that had just begun operations, staying to build sumptuous waterfront homes.

Noroton Heights was created in 1889 by William Dugdale, an Irish immigrant who opened a post office in his grocery. He called it Noroton Heights because a Noroton Post Office already existed, and the name stuck.

Many Heights bungalows were originally built for immigrants who worked on Noroton estates. Modernized over the years "they appeal strongly to first-time buyers," said Alice Mae Orr of Kelly Real Estate. "Prices are somewhat lower than in the rest of town."

A 3-bedroom, 1 1/2-bath house on Renshaw Road in the Heights is listed at $279,000, but larger homes can reach $500,000. A 9-bedroom, 9-bath waterfront mansion and guest house in Noroton is listed at $2.5 million.

Home buyers are attracted to the area by architecture that runs the gamut from saltbox to palatial, quirky to classic. And by the gorgeous shoreline inundated with coves, bays and ice-skating ponds, by the easy commute to Manhattan, and the fact that Darien has, at 13.5 mills, one of the lowest tax rates in Connecticut.

In 1958, Interstate 95 bisected the Heights and paved over its green, gobbling up 114 homes and businesses. But about a quarter mile south of I-95, "if you hadn't been there for decades and drove up the Post Road you would think time had stood still," said Edmund F. Schmidt, author of "Noroton Heights: A Neighborhood for Generations."

"It's one of the few patches of Route 1 that remains residential, with a few local stores," he said.

NOROTON is a sailor's heaven and Darien is a mecca for the horse set. The Ox Ridge Hunt Club was founded in 1912 on land it bought from John McCormack, the Irish tenor who lived in Noroton. Its 37 acres contains two indoor rings, stabling for 85 horses and numerous riding trails. Each June the week-long Ox Ridge Horse Show is held there, with 1,200 hunters, jumpers and their riders competing.

Serious sailors join the Noroton Yacht Club, whose members include three America's Cup skippers: Bill Cox, Bob Bavier, and Buss Mossbacher. Amenities are minimal: a snack counter and two tennis courts. No bar. People bring their own liquor for parties.

In addition, there are some 200 slips and another 200 moorings at the no-frills Darien Boat Club on Pear Tree Point. A 28-foot slip costs $300 for the summer. Naturally, there's a waiting list.

Weed Beach and Pear Tree Point Beach are open to town residents for swimming and small-boat launching. Seasonal stickers cost $15 a car. Tennis and paddle-tennis courts at the beaches cost $4 an hour, and larger boats require a $15 permit.

Other townwide attractions include three private golf clubs, the Darien Ice Rink, clamming (with a $1 license from the health department), and the Darien Historical Society, headquartered in the 1736 Bates-Scofield Homestead.

For the last year Darien's main shopping district on the Post Road has been undergoing a facelift of its sidewalks, parking and the storefronts of numerous antique shops and clothing stores. At the Complete Kitchen and Good Food Store gourmet shops there is a new espresso bar and cooking school, and the Sugar Bowl is where cops, shoppers and business people schmooze over breakfast or lunch.

Dining more formally at Back Street, one of the few restaurants in town, costs about $50 for two, including duck confit or Cajun crawfish, homemade chocolate raspberry roll or cheesecake, and a cocktail or carafe of wine.

Barbara Clarke, a broker with Prudential Wheeler Real Estate of Darien, has noticed "an increasing flow of well-to-do young people from New York." Among her clients are Anne and George Brown from Manhattan. They moved to Noroton in April, and after their baby was born Mrs. Brown returned to work as director of marketing for NBC. Her husband works for Kidder, Peabody.

"There is a sense of community and neighborhood here that we like," Mrs. Brown said. "Stores and two little parks are a short walk away." Houses they saw in Greenwich, she said, "were incredibly expensive and right on top of each other."

"When you're spending $750,000," she said, "you don't want to look out into your neighbor's windows."

Laurie Orem has lived in Noroton for more than a year with her husband and their pre-school child. "We wanted an older Victorian that we would not outgrow," she said. "We are equidistant from the two beaches and we have over half an acre."

She is publicity chairman for the Newcomers' Club, an arm of the Y.W.C.A. with 450 members who organize baby-sitting co-ops, sports and social activities. "Most of our not-so-newcomers have lived here for three years," said Rita Shaughnessy, club director. "That's when we have to kick them out, but they form their own follow-up groups."

The Y also runs a preschool and day-care program for children from 2 months old to third graders. Full-time care for an infant costs $192 a week. The Y.M.C.A. in Noroton conducts a sailing school for children and has an indoor pool. Annual membership for families is $395.

Almost 90 percent of the town's population has a library card. A computerized catalogue, 1,500 videos, 1,600 books on tape, compact discs, domestic and international publications and foreign language collections are available, and on Monday afternoons Masako Sueyoshi tells stories in Japanese for about 20 local Japanese children and a contingent of eavesdroppers.

"We are mixing first-run films that people would like to have seen if we had a movie theater, with the foreign and classic series," said Louise Berry, the director.

The Darien Movie Theater, closed since 1989, is undergoing renovation as a two-screen house, opening late this year after prolonged delays. Live theater at the Club Carousel, formerly the Darien Dinner Theater, began a new season on Sept. 23 with a production of "South Pacific." Dinner and the show cost $40 to $58.

AT the top of the town's agenda is a $22 million school expansion program in which the four elementary schools will be enlarged to accommodate 550 pupils each instead of the current 400. There has been a 35 percent increase in elementary grade enrollments since 1988, requiring the use of 13 portable classrooms.

"Middlesex Middle School will soon need expanding, but Darien High School probably will not," said Eileen Greff, school superintendent. Ninety-three percent of the 800-student high school's graduates this year went on to college.

The 2,878-student system offers a strong gifted and talented program, and the high school drama department regularly exchanges productions with a student theater in Moscow. Last year students performed "West Side Story" in Russia.

Plumfield Day School, for boys and girls from the first through sixth grades, is the town's only private school, with tuition ranging from $7,000 to $12,000.

Three years ago Darien teen-agers got their own community-built hangout, installed in the former Noroton Heights train station. Called the Depot, it is handsomely decorated to resemble an English club. Governed by students and an adult advisory board, it is open afternoons and evenings free of charge, and self-supporting through student-run fund-raisers.

"The dance floor is jammed on Friday and Saturday nights," said Alicia Sillars, the Depot's director.

Regarded for decades as a bedroom community for transferred executives, Darien is acquiring a sense of permanence, exemplified by Mary and Michael Tangney, whose 20-year marriage has been spent abroad in the service of Colgate-Palmolive. A final transfer brought them to Noroton and "the first house we've ever owned," said Mrs. Tangney. "We're here to stay, until we go to the old age home."

And from there perhaps to eternity at the beautiful nonsectarian Spring Grove Cemetery, where an average gravesite is only $1,000.

First refuelling for Russia’s Akademik Lomonosov floating NPP

The FNPP includes two KLT-40S reactor units. In such reactors, nuclear fuel is not replaced in the same way as in standard NPPs – partial replacement of fuel once every 12-18 months. Instead, once every few years the entire reactor core is replaced with and a full load of fresh fuel.

The KLT-40S reactor cores have a number of advantages compared with standard NPPs. For the first time, a cassette core was used, which made it possible to increase the fuel cycle to 3-3.5 years before refuelling, and also reduce by one and a half times the fuel component in the cost of the electricity produced. The operating experience of the FNPP provided the basis for the design of the new series of nuclear icebreaker reactors (series 22220). Currently, three such icebreakers have been launched.

The Akademik Lomonosov was connected to the power grid in December 2019, and put into commercial operation in May 2020.

Electricity generation from the FNPP at the end of 2023 amounted to 194 GWh. The population of Pevek is just over 4,000 people. However, the plant can potentially provide electricity to a city with a population of up to 100,000. The FNPP solved two problems. Firstly, it replaced the retiring capacities of the Bilibino Nuclear Power Plant, which has been operating since 1974, as well as the Chaunskaya Thermal Power Plant, which is more than 70 years old. It also supplies power to the main mining enterprises located in western Chukotka. In September, a 490 km 110 kilovolt power transmission line was put into operation connecting Pevek and Bilibino.

The first in the history of the power plant refueling, that is, the replacement of spent nuclear fuel with fresh one, is planned to begin before 2024. The manufacturer of nuclear fuel for all Russian nuclear icebreakers, as well as the Akademik Lomonosov FNPP, is Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC), a company of Rosatom Fuel Company TVEL that is based in Elektrostal, Moscow Region.

The FNPP includes two KLT-40S reactors of the icebreaking type. Unlike convenient ground-based large reactors (that require partial replacement of fuel rods once every 12-18 months), in the case of these reactors, the refueling takes place once every few years and includes unloading of the entire reactor core and loading of fresh fuel into the reactor.

The cores of KLT-40 reactors of the Akademik Lomonosov floating power unit have a number of advantages compared to the reference ones: a cassette core was used for the first time in the history of the unit, which made it possible to increase the fuel energy resource to 3-3.5 years between refuelings, and also reduce the fuel component of the electricity cost by one and a half times. The FNPP operating experience formed the basis for the designs of reactors for nuclear icebreakers of the newest series 22220. Three such icebreakers have been launched by now.

For the first time the power units of the Akademik Lomonosov floating nuclear power plant were connected to the grid in December 2019, and put into commercial operation in May 2020. The supply of nuclear fuel from Elektrostal to Pevek and its loading into the second reactor is planned for 2024. The total power of the Akademik Lomonosov FNPP, supplied to the coastal grid of Pevek without thermal energy consumption on shore, is about 76 MW, being about 44 MW in the maximum thermal power supply mode. The FNPP generated 194 million kWh according to the results of 2023. The population of Pevek is just a little more than 4 thousand, while the FNPP has a potential for supplying electricity to a city with a population of up to 100 thousand people. After the FNPP commissioning two goals were achieved. These include first of all the replacement of the retiring capacities of the Bilibino NPP, which has been operating since 1974, as well as the Chaunskaya TPP, which has already been operating for more than 70 years. Secondly, energy is supplied to the main mining companies in western Chukotka in the Chaun-Bilibino energy hub a large ore and metal cluster, including gold mining companies and projects related to the development of the Baimsk ore zone. In September 2023, a 110 kilovolt power transmission line with a length of 490 kilometers was put into operation, connecting the towns of Pevek and Bilibino. The line increased the reliability of energy supply from the FNPP to both Bilibino consumers and mining companies, the largest of which is the Baimsky GOK. The comprehensive development of the Russian Arctic is a national strategic priority. To increase the NSR traffic is of paramount importance for accomplishment of the tasks set in the field of cargo shipping. This logistics corridor is being developed due regular freight voyages, construction of new nuclear-powered icebreakers and modernization of the relevant infrastructure. Rosatom companies are actively involved in this work. Rosatom Fuel Company TVEL (Rosatom Fuel Division) includes companies fabricating nuclear fuel, converting and enriching uranium, manufacturing gas centrifuges, conducting researches and producing designs. As the only nuclear fuel supplier to Russian NPPs, TVEL supplies fuel for a total of 75 power reactors in 15 countries, for research reactors in nine countries, as well as for propulsion reactors of the Russian nuclear fleet. Every sixth power reactor in the world runs on TVEL fuel. Rosatom Fuel Division is the world’s largest producer of enriched uranium and the leader on the global stable isotope market. The Fuel Division is actively developing new businesses in chemistry, metallurgy, energy storage technologies, 3D printing, digital products, and decommissioning of nuclear facilities. TVEL also includes Rosatom integrators for additive technologies and electricity storage systems. Rosenergoatom, Joint-Stock Company is part of Rosatom Electric Power Division and one of the largest companies in the industry acting as an operator of nuclear power plants. It includes, as its branches, 11 operating NPPs, including the FNPP, the Scientific and Technical Center for Emergency Operations at NPPs, Design and Engineering as well as Technological companies. In total, 37 power units with a total installed capacity of over 29.5 GW are in operation at 11 nuclear power plants in Russia. Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC, Elektrostal) is one of the world’s largest manufacturers of fuel for nuclear power plants. The company produces fuel assemblies for VVER-440, VVER-1000, RBMK-1000, BN-600,800, VK-50, EGP-6; powders and fuel pellets intended for supply to foreign customers. It also produces nuclear fuel for research reactors. The plant belongs to the TVEL Fuel Company of Rosatom.
