WE SPECIALIZE IN BOAT PLANS FOR AMATEUR BUILDERS

We provide stock boat plans for both monohull and multihull sailing vessels, including sailing skiffs and sharpies. Our designs mainly feature timber construction, in plywood or cedar strip plank composite construction, using the W.E.S.T. system (wood epoxy saturation technique). Our designs are intended mainly as cruising boats, although several have done well in racing. All designs are suitable for amateur boat builders.

Power and Sailing Yacht Plans List Copyright 2023 Michael Kasten Updated April  2023 This page provides a list of our currently available boat plans, a link to the web page for each design, and a price for each design.  What Do Plans Cost..? Below is a list of prices for each plans package that we offer. The first group lists our Sailing Yacht Designs and the second group lists our Power Yacht Designs .  Some designs are COMPLETED and others are INCOMPLETE.      COMPLETED STOCK DESIGNS :  The Estimating Plans and Building Plans prices given below in BOLD BLACK TYPE are for a FULLY COMPLETED STOCK DESIGN , the plans for which can be shipped immediately on receipt of your order.   Please see our Stock Design web page for a description of what is included, and how our prices have been determined.    INCOMPLETE OR 'SEMI-STOCK' DESIGNS :   Prices given below in PLAIN TEXT indicate plans that are INCOMPLETE.  WHY , you may ask, have I even bothered to list INCOMPLETE designs below...? Since people's circumstances often change, it is inevitable that some boat design projects will be abandoned before they are finished, and in some cases after considerable work has been done.  This can occur as is so well described in the first few pages of Rockwell Kent’s excellent non-fiction sea story, “North by East” , or as the result of a change of fortune, failing health, or for a myriad of other reasons. A few of the INCOMPLETE designs listed below (not very many) have been developed on my own, in other words, with myself as the 'client'.  Others have been created at the behest of an individual client to explore an idea or a concept.  Either way, I believe all of the designs listed below have merit.  We offer these INCOMPLETE designs at a substantial discount versus what it would cost to develop an entirely CUSTOM design, the difference being that the 'discovery' phase of the design process has already been accomplished.  Even so, there is still quite a bit of WORK REMAINING in order to complete the Plans Packages for those INCOMPLETE designs.  The prices given below reflect our actual cost to complete the Estimating Plans or the Building Plans Package for each design, assuming there will be no changes to the design as it is presented.  If you take umbrage with the cost of our INCOMPLETE designs, I urge you to read our Learning Yacht Design web page.  If one of the designs below is "close" to what you have in mind but you would like to tweak it some, I will be pleased to provide a detailed estimate for any revisions you have in mind.  If any of these designs is of interest, please inquire .    CUSTOM YACHT DESIGN :  A new CUSTOM design will necessarily include the process of " discovery " which represents Stage I of the design process, during which all options are on the table including size, type, configuration, layout, rig, materials, etc.  By comparison, given that many of the INCOMPLETE designs listed below have already had a considerable amount of design work done, very roughly the cost to create a CUSTOM design can be on the order of some 20% to 50% greater than the prices listed for the INCOMPLETE designs below, in order to accommodate the "discovery" process on the way to achieving a completed set of Building Plans.  Is the added cost worth it...?   Yes , we believe so. If a new Custom Yacht Design is of interest, please inquire for more information.    COMPLETED NC CUTTING FILES :  There are several designs below for which NC Cutting files are ALREADY DEVELOPED , in which case the price is in BOLD BLACK TYPE .    DEVELOPING NEW NC CUTTING FILES :  All other NC Cutting File prices are listed in PLAIN TEXT, and reflect our actual cost to develop NC Cutting Files for that design from scratch, in which case they can be developed for metric or imperial dimensioned materials as needed. ESTIMATING PLANS :  Since all the basic information about each of our designs is available here at our web site, and for free, we no longer offer basic Study Plans.   Instead, we offer a much more useful and complete Estimating Plans for each of the designs listed below. Our Estimating Plans include the following: Drawings:    Sail Plan / Exterior Profile Drawing Interior Profile & Arrangement Drawing (one to four sheets, depending on vessel size) Structure Drawings (one or two additional sheets, depending on vessel size)    Documents:    Drawings & Documents List Written Vessel Specification Detailed Equipment List Structural Scantling List Laminate Schedule (if needed) Structure Weight & Surface Areas Builder Short List appropriate to the specific design Cover Letters to Builders re: scope of project, etc.    Our Estimating Plans are useful for study, planning, commentary, or mark-ups in the event you want to consider variations on the layout or the rig.  Primarily though, the Estimating Plans are intended for Cost Estimating .   Considering the price lists given below, the Estimating Plans represent an outstanding bargain and include quite a lot of useful information. Our Designer's Cover Letter serves as an introduction to the builder and outlines the scope of our involvement.  Our Owner's Cover Letter is a template which you can modify as needed in order to provide an introduction to the builder; to outline your intended build timing; and to let them know what stage of completion you intend their quotation to cover. NOTE :  Estimating Plans do not contain sufficient detail for actual construction of the vessel.  However the Estimating Plans do provide enough information so that builders can provide a firm quotation for construction, and to allow a preliminary construction contract to be negotiated.    BUILDING PLANS : Prior to your construction contract being finalized, and in order to actually build the boat, the complete Building Plans will be required.  Our Building Plans include all the contents of our Estimating Plans as listed above, plus all the remaining detail drawings required for construction, including the following: Drawings:    Lines Drawing Offsets (if not CNC cut) Structural Sections Joinery Sections Joinery Details Construction Details (Several Sheets Including Hull & Deck Fittings; Ports; Doors; etc.) Spar Plans (Sail: Several Sheets Including Spar Dimensions; Spar Fitting Details; etc.) Machinery Plans (Power:  Several Sheets as Needed) Numerous Detail Drawings as Needed       Vessel Design Data, including:    Hydrostatics & Trim Stability Compliance Report Performance Analysis Hull Data for Propeller Calcs Endurance & Range Under Power    Building Plans also include a thorough review of and revision of the Equipment List and Vessel Specification in order to suit your specific equipment preferences. "NC" simply means 'Numerically Controlled' - a technology for creating pre-cut boat parts directly from the 3D design model. What Will the Boat Cost..?

This is the most difficult question of all, and one for which I do not have a ready answer.  However it is a question that ultimately does have an answer...!   For any meaningful cost discovery it is necessary to solicit actual quotations for construction from a short list of qualified builders. 

For that purpose, we offer completed ESTIMATING PLANS for several of the designs listed below, with their prices listed in BOLD BLACK TEXT .  For any designs listed below that are INCOMPLETE, we have also provided the cost to develop ESTIMATING PLANS for that design, the prices for which are given in PLAIN TEXT.

AVAILABLE DISCOUNTS  

  • The cost of Building Plans given above includes the cost of the Estimating Plans for that design..   
  • If you order STOCK Building Plans within 90 days after purchasing STOCK Estimating Plans (for the same design), we will deduct half of what you paid for the STOCK Estimating Plans (less shipping) from your order.   
  • The cost given above to complete the Building Plans for an as-yet INCOMPLETE design includes the cost to develop Estimating Plans for that design.  
  • If you first arrange for completion of as-yet INCOMPLETE Estimating Plans, the subsequent cost to develop Building Plans for that design will be reduced by the full cost of having developed the Estimating Plans for that design.  In other words, the INCOMPLETE Building Plans prices given above already include the cost to develop the Estimating Plans.  
  • For ALL orders, if an already completed set of STOCK NC Cutting Files are ordered along with an already completed set of STOCK Building Plans for that vessel ( both paid for in full at the same time ) we will provide a discount of 10% off your entire order.  And... this discount may be applied in addition to either of the above discount options..! Note however that this does not apply to any of our designs for which the NC Cutting Files or the Design itself remain INCOMPLETE.

IMPORTANT DESIGN NOTES

GRP or PLYWOOD : Any of our Aluminum or Steel designs can be converted for construction in GRP or cold moulded plywood. The cost of any such revisions will be quoted separately. For more information, please inquire .

STEEL : Any Steel vessel can easily be re-specified with an aluminum structure. To convert a stock steel design to aluminum, please add 20% to the cost of the Estimating Plans or the Building Plans for that design.  Conversion of NC Cutting Files from steel to aluminum will however require a completely new set of NC cutting files, for which please inquire for an estimate.

* ALUMINUM : The Aluminum vessels listed above can only be built in steel if the design is extensively modified for that purpose in order to accommodate the added weight of the structure. For more information, please inquire .  Conversion from aluminum to steel will also require a completely new set of NC cutting files, for which please inquire for an estimate.

** WOOD : Please note that our large Wooden Vessel plans are generally priced higher, since revisions will nearly always be required in order to accommodate the differing wood species that will be available for construction, and the consequent differences in scantlings and overall weight. Those revisions (within reason) are included in the prices indicated above.

*** NC CUTTING FILES : Although a complete Building Plans set is required in order build any of these boat designs, the NC Cutting Files are entirely optional . In other words, the Building Plans are required , even if you purchase the NC Cutting Files for that design. The cost of NC Cutting Files is in addition to the cost of the Building Plans. Please see above for discount options that are available...

The NC Cutting Files shown above with prices given in BOLD BLACK TYPE have already been developed , in which case they will have been created for either metric or imperial dimensioned materials, and for either steel or aluminum (noted in parentheses).

If the vessel will be built in a location that requires changing the measurement system , and / or if there is a change from steel to aluminum or aluminum to stee l structure, then additional work will be required, the cost of which will be quoted separately and in addition to the above prices. Should such changes to any of our designs be of interest, please inquire for an estimate.   

YACHT TENDERS

Our aluminum yacht tenders are the perfect companion to any of the yachts described above.

8' to 14' Prams - Building Plans: $250 . NC Cutting Files: $250 . (The Building Plans are required. The NC Cutting File is optional. The cost of the NC Cutting file includes interacting with the cutter of your choice to assure compliance with their cutting equipment.)

NACA Foil Shaped Low Drag Aluminum Paravanes

Please see our Roll Attenuation article for more information on Paravanes for Motor Yachts.

These low-drag paravanes are balanced and are adjustable for different speeds. They make use of NACA foil shaped surfaces combined with a lead ballasted NACA foil shaped bulb. They are designed to be machined out of marine grade aluminum plate and rod so that they can be shaped, and so they are lighter for a given wing area than steel paravanes would be.

The sizes given above are conservatively rated. In other words each size can be used on a larger vessel than is indicated. It is all a matter of degree. The roll attenuation will simply be more or it will be less, as compared to that of a larger or smaller wing area.

Paravane effectiveness is a function of wing area and pole length vs. your vessel’s righting moment. With a larger the vessel the poles can be made longer, achieving greater leverage, therefore a greater effect for the same size paravane.  If you have an existing vessel on which you would like to install these paravanes, but you don't have a paravane rig, we can provide a design for the rig that will fit your boat.

Boat plans 30 - 40 ft  .

This section of Bruce Roberts sailboat designs and boat plans cover the following vessels in the range of 30 to 40 foot. The Roberts, Classic, Henry Morgan, Offshore, Power Cat, PCF 36/40, and Canoe Stern designs. Boat building plans using steel, aluminium, fiberglass wood/epoxy, dependant on the design, are available. Information and prices are on each individual design page.

Study Plan Packages contain all the sheets #1 from the actual plans. Sail Plans and the various accommodation layouts pertaining to the design are shown on these sheets. There may be anywhere from two to eight #1 sheets which are all to scale and which measure between one meter and two and a half meters long each. They are intended as a more in-depth overview of the design in which you are interested.

Material Lists for the basic materials required to build the hull, deck and superstructure are included in the study plan package to help you with your budgeting. Where Fibreglass is mentioned as a material this means Balsa sandwich / Foam sandwich, Single skin or C-Flex. Most steel plans can be adapted to aluminium construction. Both moulded ply and strip plank can be used in conjunction with the wood epoxy saturation method. Sail and rig details are also shown on the study plan sets.

As the Study Plan Packages include the basic measurements in scale for the accommodation layouts, you can customize the layouts to suit your needs if what is presented is not exactly to your liking.

The link to download the Study Plan Packages is emailed to your email address and generally within 24 hours, The link to the Full Plan Sets is also generally emailed within 24. All study plans and full plan sets are downloadable in .pdf format for you to have printed at a nearby print shop. The study and full plan sets are available on CD's on request with postage cost depends on country.

I have been a designer of model and radio yachts since 1968. Boats been built from my plans now number in the hundreds both from both home and production builders. Many of my designs have won State and National Championships in Australia and overseas. New designs are added periodically and occasionally I do receive requests for specific designs. I also from time to time produce free plans.

Most of my older plans Pre 2000 will eventually be available as PDF files of the original large format drawing. The plans are located here:

Plans are normally drawn on A4 and A3 format. Sections and appendages are normally drawn full size, 1:1. Some fin and bulb drawings are drawn to be printed in two halves and joined after printing. Arrangement drawings are 1:5 and sometimes 1:4.  

Make sure when printing that the “Scaling” or “Fit to Page” option is turned off in your printer setup when you print. I also have the “Print Preview” turned on as well so I can check if the page size is correct. All drawings are in either A4 or A3 size paper.

Each drawing has a 100mm scale which will allow you to see if the drawings are the correct size.

The PDF drawings are usually emailed within a few hours of receiving your order from Paypal by email. DXF and DWG formats are available for most plans. Just ask and they also will be emailed. 

Printed Paper Plans are avialable and are printed from the same plan as the PDF. Please ask before ordering. There is usually an additional postage charge for Printed Paper Plans.

Ellipsis 36 2023 is a 36 inch restricted class designs based on the Ellipsis IOM design. The 36r design was a request from a UK skipper for a lighter version of the 2017 design for both Radio and vane sailing. This design shuld be more suitable for lighter wind smooth water venues than the 2017.

Goth 36 2017 is an 36 inch restricted class design based on the Goth IOM design. The original request came from John Fisher in 2013 who wanted a very light 36r for vane sailing. This design is the third design in the series, which has progressively become heavier and more successful.

New Equinox IOM   Plan : The Equinox is a variant of the Ellipsis… IOM.  The basic  design was produced initially as a 3D printed project that never eventuated for various reasons. Two prototypes were built including a 3D printed boat which was built by John Taylor in the UK.  The design incorporates several features of some of the newer IOM shapes including a fuller higher bow profile and wider stern. The design is well balanced and well behaved like the Ellipsis and should be as easy to plank from wood.

Phoenix 4 2020 10r Every new design presents a designer with options to consider and directions to go. After a ten year gap from the P3, all 10r’s had adopted the deep keel, light weight approach and although it did seem to work I after the P5 I though that the Phoenix 4 design although fast went in the wrong direction. I always have thought about what I should have done. So this is P4- 2020, with 2020 hindsight is the result.

LOA 1550mm LWL 1250mm BOA 200mm BWL 180mm, 4.2kg ballast on 600mm Draught and P1 to P3, Marblehead style sail plans on a flat deck.

She even drawn in the same software as the original.

Phoenix 8 – 10r:  The Phoenix MK 8 is a larger more powerful boat than the last three Phoenix Mks. The P8 is a return to the simple design, No chines, no raised fore deck and Marblehead rig profiles as used from P1 to P3. This allows simpler light weight construction and fully open soft decks and shared rigs if you have a Marblehead.

Epsilon RG65 – 65 2019:    This design is based on the successful Ellipsis IOM concept, that of correct volume distribution rather than fashionable features with the emphasis on simplicity and efficiency.

Cerberus – 6m Something more of a challenge from a designers and builder’s point of view. A class I have always admired. This is Ceberus, my first published Six Metre design. This is the result of several requests for a design in the class and also a desire on my part build a six Metre for fun sailing locally. There are a couple of boats that will be built in the UK to join the fleet there. This design is intended to excel in moderate winds and will outperform anything of similar size drought and displacement in Australian conditions. Plans are $30 pdf plans from my PLANS page with other formats available. This design may also be available for 3D printing at a later date.

Goth XPRG RG65 for 3D printing:   Deutsch Benoit has completed these drawings for the Goth XP RG  and has kindly made them available for free download from this site. The file is a zipped file containing all the STL files.

Deutche’s Notes: I’m happy to share with you the 3D model in STL designed for small printers ( diam 13mm & 13 mm hight ) Only the bulb fin need to be printed in 2 half. Holes are performed to insert carbon stick. Hope You will enjoy it.

But if the mood takes you, full speed hard cornering is fun.  I would recommend this hull to even a first time boatie.  Its viceless handling, common sense layout and ride throughout being the stand out features.

No you don't. The book is designed for the newcomer to model yacht building. The book does make it a much simpler process with every detail figured out and covered in the book. Seasoned builders can simply have a go with the free plans.

Are the plans really free?

Yes all the plans are free to download and use as you see fit. The most comprehensive plans are the RS750 A1 full size.

Are there CAD files or 3D files?

Yes there is a 3D dxf file inside a zip file that you can download for free and use how you want. Some people use this in CAD programs or in 3D modelling programmes to great effect. Look under Racing Sparrow 750 plans on this page. An STL file for 3D printing is in the pipelines. Email me if you want a copy.

While we think 3D printing is great, we believe old-skool strip planking balsa is a wonderfully simple way to make a very lightweight boat with excellent longitudinal strength and beauty.

Hi all, Just finished an RG65 racing Sparrow. (I made an 80% size one a while ago, it's in the gallery). Standard hull with 1 layer of 50g glass and epoxy. Deck is 1.5mm balsa with veneer strips on top. Single hatch with rubber seals and 3 hold down screws.as I fitted the rudder servo into the recessed rear deck. Corona servos DS339HV digital for the sails and CS939 analogue for the rudder, I fitted a greased cork gasket under the rudder servo arm to waterproof the servo. Battery is a 2S 1000mAh lipo with a regulator for the Rx and rudder servo. Radio is Flysky CT6B. laminated ply fin with 2 layers of 50g glass, rudder from balsa with 1 layer of glass. Ballast and fin is 680g. Mast is slightly taller at 1050 so the sails are slightly different to fit within the 2250cm max. All up weight is 1150g. I'll get sailing pix very soon.

Sailing enables you to access remote spots that are often inaccessible by land and to experience the diversity of a region, exploring islands, villages and resorts in a single trip. Whether you're just starting out, or keen to set out with little ones in tow, these itineraries suit every type of sailor.  

1. Best for first timers: British Virgin Islands (BVIs)

Calm seas, sheltered anchorages, reliable steady trade winds and easy line-of-sight sailing make the BVIs one of the world’s best sailing destinations for less experienced sailors. The proximity of its islands also means you only need to sail for an hour or two to gain a sense of adventure and achievement as you successfully navigate to the next port of call. Set sail in Tortola and continue on to Virgin Gorda to witness The Baths, a geological wonder made up of granite boulders that stretch down the beach into the sea. Look out for hawksbill turtles as you sail on to tiny specks of land such as the idyllic Saba Rock, and be sure to end the day with a rum cocktail or two at one of the region’s many laid-back bars, which are often perched on unblemished stretches of white sand.

2. Best for families: Croatia

The calm, clear waters of the Adriatic combined with favourable weather conditions in summer provide easy sailing for families and, with more than 1,000 islands dotted along the Dalmatian Coast, there’s a range of activities and attractions with short hops to keep kids engaged. Set sail from the picturesque marina village of Agana and cruise gently to islands such as Brač, Šolta and Hvar, encouraging children to help out on board while keeping an eye out for passing dolphins. With their sheltered bays and clear waters, these islands are ideal stops for families. Spend an afternoon paddling in Brač’s Bobovišća Bay, before setting sail for the remote islands of the Kornati Archipelago, a wild and beautiful national park known for its empty hiking trails. Sailing stops here can be educational, too, with a plethora of UNESCO World Heritage Sites and picturesque port towns steeped in history.

3. Best for food-lovers: Italy

Why base yourself on land to sample Italy’s incredible gastronomy when you can sail from region to region tasting the very best food and wine at numerous ports of call? Sunsail’s SailEatalia’s Italian Cuisine Procida Flotilla departs from the glamourous port town of Procida and sails to the Pontine Islands along the sun-soaked Amalfi Coast, offering stops to taste local cuisine, from classic dishes to regional delicacies as well as the country’s finest wine. Sailors can also relax knowing the region has consistent trade winds, safe anchorages and fairly short distances between ports, giving you more time to explore a variety of attractions at your own pace. Drop anchor in Deep Bay to snorkel around the famous shipwreck the Andes , discover uninhabited islands and visit famous places like Nelson’s Dockyard to sip cocktails and dance to the lively music of traditional steel bands.  

5. Best for culture vultures: Croatia  

A cultural treasure trove with 10 UNESCO World Heritage Sites ranging from Roman fortresses to hilltop castles, Croatia is a mecca for sailors with a penchant for history and art. Start and finish a week’s charter in Dubrovnik to explore one of the best-preserved medieval walled cities on Earth, touring ancient citadels and Renaissance palaces, and be sure to include Lokrum, home to the ruins of a Benedictine monastery. Sail north and discover Mljet National Park and the island getaway of Korčula, thought to be the birthplace of famed explorer Marco Polo, where museums, galleries and excellent restaurants line the beautiful cobbled streets and defensive walls of the town.

6. Best for island-hopping: Greece

With thousands of islands scattered fairly close together, sailing from one to another is a breeze with the promise of a remote white sand or perfect pebble beach around every headland. Sailors are spoilt for choice, but the Ionian Islands, off the west coast of the mainland, are ideal for beginners looking for tranquil stretches of gin-clear water with light winds and warm temperatures in summer. Sail to Ithaca or Kefaloni in the south or to Lefkas, Paxos, Antipaxos and Corfu. While Corfu is known for its party vibe and high-end beach bars, others, like tiny Antipaxos, feature just a scattering of houses, no proper roads and a couple of charming waterside tavernas where you can watch local fishermen bring in the day's catch.

Saturday Night Live buds Pete Davidson and Colin Jost are working with a high-powered architect to keep afloat their dream of transforming a decommissioned Staten Island ferry into an entertainment destination, according to a report.

Just when it seems the nearly 60-year-old John F. Kennedy ferry, which the pair bought two years ago for more than $280,000, was going to be left to rot, Curbed reported Davidson and Jost have hired Ron Castellano to help rehabilitate the vessel.

“It’s going to have a lot of things. I think right now, we have six bars and two venues, operated separately or combined. We have outdoor event space, we have two restaurants”— in addition to 24 hotel rooms, said Castellano, who developed the Garfield at 142 Henry Street in Brooklyn Heights and the Nine Orchard Hotel, which occupies a former bank off Canal Street.

The big bucks venture for a floating nightclub appeared to have turned into an unfunny eyesore with pieces falling off it just last month, The Post reported.

The JFK Ferry is listed on the website for Castellano’s firm, Studio Castellano, as a project he’s working on for “JFK Partners.”

There is no mention of Davidson or Jost.

The project has a budget of $34 million and a floor plan of 65,000 square feet, according to the website.

The venue’s aesthetics will harken back to 1965, when the vessel was built, Castellano told Curbed.

The architect shared he, Davidson, Jost, and their partner, comedy club owner Paul Italia, regularly meet to discuss the ferry.

“They [Davidson and Jost] have input. They see everything,” said Castellano.

A brief video shown on the website last month revealed his renderings for each floor: a top deck furnished with patio tables set with umbrellas, another floor with two rows of hotel rooms that open onto sundecks, and a lower level with two clubs, the outlet reported.

The plan is for the boat to go between Miami and New York City, Castellano said.

Castellano, Davidson and Jost did not immediately return messages Saturday.

When the ship  was auctioned off  in Jan. 2022, it was listed in “poor condition” because of mechanical issues, but the hull was in good shape.

The ferry used to commute up to 5,200 passengers daily before it was taken off duty in 2021.   

Davidson, 30,  warned last year  on Seth Meyers’ “Family Trips with the Meyers Brothers” podcast the overhaul of the boat could take about five years.

He said the plan is to completely gut the inside, which had bench style-seating.

The outside is intended to remain as true to its current form as possible, “The King of Staten Island” actor also said.

At night we'd read sea stories by oil lantern and sleep under a blanket of stars.

Curiously, never once did these visions include negative images of wrestling with a heavy mast and complex rigging, fussing with a smelly, recalcitrant outboard, or being held off shore by our boat's draft. And even when we pictured the afternoon breeze kicking up whitecaps, never once did the vision include a chilly capsize.

It was the dream of returning to those simple pleasures that inspired thoughts of SCAMP. That and a persistent desire to go over "there" - that place we often see but are unable to reach. It seems to happen on every cruise. Never mind that we're usually sailing the smallest boat around for miles, we always come upon some ultra-shallow lagoon or serpentine tidal stream that disappears into the reeds, trees and rushes. To get in there - to really commune with nature - a boat needs to be light, shallow and easily propelled - and preferably flat-bottomed in case we decide to stay right though the ebb.

Europe and U.S. Plan to Supply Gaza by Sea, but Aid Groups Say It’s Not Enough

Relief organizations say cumbersome new strategies cannot substitute for Israel allowing more supply trucks into the Gaza Strip, while an airdrop of aid reportedly went awry and killed five people.

A day after President Biden announced plans for maritime aid delivery to the Gaza Strip, European leaders said Friday they would deliver aid by ship as early as the weekend. But aid groups and Gaza officials criticized shipments by air or sea as too cumbersome, urging that vastly more food and medicine be supplied by trucks.

The complications of delivering aid to the hungry residents of Gaza were underlined on Friday when the authorities in Gaza said at least five Palestinians were killed and several others were wounded after they were struck by packages of humanitarian aid that were dropped from an aircraft.

The United Nations has warned that five months of war and an Israeli blockade have left hundreds of thousands of Gazans on the brink of starvation, prompting a variety of proposals to speed the delivery of food and other vital needs. Israel insists on inspecting all supplies going into Gaza, and aid trucks have been allowed in through just two border crossings — one from Egypt and one from Israel — in southern Gaza.

President Biden on Thursday night outlined a U.S. military plan to build a floating pier on Gaza’s Mediterranean coast to supply food, water, medicine and other necessities to civilians, saying the operation would “enable a massive increase” in the assistance entering the territory.

The Pentagon press secretary, Maj. Gen. Pat Ryder, said in a news conference on Friday that the pier would help to deliver as many as two million meals a day. The Gaza Strip has a population of about 2.3 million.

But U.S. officials said the project would take at least 30 to 60 days to complete, raising questions about how famine in Gaza will be staved off in the critical days ahead.

The aid group Doctors Without Borders said in a statement Friday that the U.S. maritime plans were a “glaring distraction” and that the delivery of aid was not a logistical problem but a “political” one.

“The food, water, and medical supplies so desperately needed by people in Gaza are sitting just across the border,” the group said in a statement. “Israel needs to facilitate rather than block the flow of supplies.”

Britain, the European Union and the United Arab Emirates said Friday they would join the U.S. maritime effort, but added in a joint statement that aid must be delivered “through all possible routes.”

Ursula von der Leyen, the president of the European Commission, the E.U. executive body, said that the first ship carrying aid could depart the E.U. nation of Cyprus for Gaza soon, with more to follow on Sunday.

It was not immediately clear where the vessels would unload their cargo or how it would be distributed amid Israeli bombardment and attacks on aid trucks by hungry Palestinians . Gaza does not have a functioning port, and its coastal waters are too shallow for most vessels.

At a news conference in Cyprus, Ms. von der Leyen offered few details. Israel’s Foreign Ministry said in a statement on Friday that it supported a maritime corridor as long as goods are checked “in accordance with Israeli standards” before leaving Cyprus.

Speaking with reporters on Friday, David Cameron, foreign secretary of Britain, said it was “crucial” that Israel fully open the port of Ashdod, north of Gaza, to receive maritime shipments of aid.

“That’s a working port — it can take aid now,” he said. “That would increase the amount of aid and can then be driven into Gaza.”

Mr. Cameron said around 120 trucks carrying aid have crossed into Israel each day recently, but that the enclave needed more than four times as many aid trucks.

Israeli officials have not said whether they will open more land routes into Gaza.

Shortages of food and other supplies have been especially acute in northern Gaza, and humanitarian groups have called on Israel to reopen a major border crossing there. The few attempts to drive supply convoys from the south to the north have had limited success, with aid groups reporting that in some cases they were turned back by gunfire or their trucks were swarmed and picked clean by desperate people before they could reach their destinations.

Plans for the sea route began taking shape months ago. In November, President Nikos Christodoulides of Cyprus announced an initiative to collect shipments in his country, inspect them at the port of Larnaca and send them through a secure sea corridor to Gaza, about 240 miles away.

If initial shipments this weekend are successful, more deliveries will follow, said Konstantinos Letymbiotis, a spokesman for the Cypriot government. He said it would take about 15 hours to make the journey, although he declined to say where the shipment would be delivered in Gaza, citing security concerns.

The aid will be distributed in part by the renowned Spanish chef José Andrés , the founder of the World Central Kitchen, which has served more than 32 million meals in Gaza.

Mr. Andrés posted images to social media on Friday showing pallets being loaded onto a vessel stamped with the names of his group and Open Arms, a Spanish aid group. He said that the plans for the shipment were “in the final stages,” and that it would “land in the beaches of Gaza with 200 pallets.”

Aid delivery efforts have been complicated by the chaos and desperation created by the war. Last week a convoy of aid with an Israeli military escort ended in catastrophe when dozens of Palestinians were killed as they massed around the aid trucks. The Israeli military released a statement summarizing the results of an initial internal review on Friday saying that Israeli soldiers “fired precisely” at Gazans who approached them during a chaotic scene near the convoy.

The account differed sharply from those of witnesses and Palestinian officials, who described extensive shooting after thousands of desperate Gazans approached the aid delivery.

The Israeli military said that its review found that the soldiers had fired in an attempt to keep “suspects” at a distance.

“As they continued to approach, the troops fired to remove the threat,” it said in the statement.

The release of the report came as authorities in Gaza gave details of what they said was another aid delivery calamity, the deaths of Palestinians killed by a Friday airdrop. The media office for the territory’s Hamas-run government said in a statement that aid packages fell “on the heads” of some people “as a result of landing incorrectly.”

The report could not be immediately verified by independent sources.

A video, circulating on social media and purporting to depict the incident, shows a plane releasing parachutes carrying aid packages over northern Gaza. In the clip , whose date and location were verified by The New York Times, it appears that one parachute failed to open, while multiple packages that were not attached to parachutes plummeted to the ground. In the clip, filmed near Al-Shati Camp , people can be seen running in different directions.

Jamie McGoldrick, a senior U.N. relief official, said the incident was further evidence that Israel must open more overland crossings to aid.

“Let the stuff just flow, it’s a very simple solution,” he said in an interview. “You don’t have to have airdrops like the one which killed five people this morning in the north.”

It remained unclear which country had dropped the aid packages, but a U.S. military spokesman said it was not the United States. Airdrops have been carried out by the United States, Jordan, the United Arab Emirates, Egypt and France in recent weeks.

“Press reports that U.S. airdrops resulted in civilian casualties on the ground are false, as we’ve confirmed that all of our aid bundles landed safely,” said General Patrick Ryder, the Pentagon spokesman.

Saleh Eid, a 60-year-old translator, said in a telephone interview on Friday that he had previously seen packages airdropped in north Gaza fall “very fast” when their parachutes failed to open, creating a risk to people’s lives.

Mr. Eid, who lives in Jabaliya, just north of Gaza City, said that many of these packages had fallen into the sea. Others have dropped into open areas near the border with Israel, and people have risked being shot by Israeli forces to retrieve them, he said.

Mr. Eid said that much of the airdropped food ends up being sold on the black market instead of being distributed to the most hungry.

On Sunday, he said, he bought at a market three bags of food that had been airdropped by the United States. He gave the food to his wife, who is nursing their 2-week-old baby, in the hope that she could eat well enough to produce milk.

Each of the bags, he said, cost him 30 shekels, or about $8, and contained a small meal and some biscuits, jam, peanut butter, a bar of chocolate, a juice box, instant coffee and gum.
